As we debate this Bill which I think is revolutionary, we must not lose sight of the fact that, even within the current constitutional framework, there is still need to understand clearly the demarcation of roles between the county governments and the national Government. What we have currently is a situation where the health function was devolved. It was transferred to the counties, but the monies which were meant to help the county governments perform that very crucial function were retained by the national Government. How did they do it? We have seen the kind of corruption that has been entrenched in the health sector. Not a long time ago, we were treated to a spectacle – and I am calling it a spectacle for lack of a better word – of the national Government getting involved in the procurement of the so-called mobile clinics that were meant to help the county governments to perform the health function.
