The petition is perfectly before the House and I agree with your directive that the Committee works on it expeditiously. I want us to take notice of one or two things. Hon. Speaker, I wish to second this Motion. It goes without saying that a Private Member’s Bill is just as important as any other Bill sponsored by either political parties or committees of the House. The guidelines on timing given here are also important in the sense that the House needs to operate within a timeframe. But more importantly, the House still has leave to vary this timelines, if and when necessary. Therefore, I wish to second.

Thank you, Hon. Speaker. I was stressing a very pertinent issue that National Assembly is the only institution, under the Constitution, which has a sole mandate to determine the Budget. It is unfortunate that the Executive, through the National Treasury has attempted, over time, to usurp that very key mandate of the National Assembly. We are alive and we are aware that there is a circular which has been issued by the CS for the National Treasury, of late. National Assembly for more than four years now. That Report is so crucial for the wellbeing of this country; it is so crucial for the security of this country. The only favour this Committee needs to do to this country, in this Session of the 11th Parliament, is to table that Report. That Report needs to be tabled to be debated by the membership of this House.
