curious. But that is the point, really. That we need to be prepared for the eventual growth of this economy. This Bill has come at the right time. The issues it is addressing are pertinent. Insurance is all about taking care of risks. You know risks, as the name suggests, are things that you cannot really be sure of. They are future occurrences which you cannot predict and over which you have no control. Hon. Temporary Deputy Chair, that proposed amendment must be defeated. Once you choose to belong to a political party, you must make that choice on the basis of shared ideology or subscribing to the ideology of that party. If you have no ideology to speak about, then you do not bring anything for this House to legislate. The electronic version of the Official Hansard Report is for information purposesonly. By merely belonging to a coalition, that does not negate your membership of a political party. Therefore, the primary party you belong to must be a party whose philosophy and ideals you fully subscribe to. I reject that amendment.

Hon. Temporary Deputy Chairman, even before I make any comment on Hon. Mutunga’s proposal, we all agree that we are at the Committee of the Whole House, and extra ordinary times call for extra ordinary measures. Hon. Temporary Deputy Chairman, there is absolutely no reason to attempt to define “public interest”. Public interest just remains as public interest. It is a matter of common sense. For instance, if someone came up with a slogan that threatens the national security, do you want the Registrar of Political Parties to go asking whether that is allowable or not? This proposed amendment is superfluous, unnecessary and should be rejected in totality. Put the Question.

Hon., Temporary Deputy Chairlady, I just hope that even though the donor need not be the spouse to the person who is receiving, there is a database which ought to be kept so that the progeny gets to know who the father is.

Hon. Speaker, let me add my voice to this very critical issue. I thank Hon. Duale for raising such a matter of great significance. For starters, both the High Court and the Court of Appeal rulings on the matter of the Building Bridges Initiative (BBI), even though some of us disagree with them very strongly, as we speak, they now form part of our laws. Again, we must take judicial notice of the fact that The electronic version of the Official Hansard Report is for information purposesonly.
