  • 17 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I will talk generally about the four petitions. I have listened to the able Chair talk and appreciate the work he and his Committee are doing. There is a problem generally with the management of road infrastructure in this country. I want to ask whether it has to take a petition to this Parliament for the Ministry or agencies to do what they are supposed to. We are being told that the Ministry is releasing some money from the Emergency Fund to go towards re-carpeting the Maua-Meru Road in Igembe Central, which is fine. Does ... view
  • 17 Aug 2016 in National Assembly: Thank you, Hon. Speaker for this opportunity so that I can also contribute to this Motion on the Report of the PAC on Government Accounts for the 2013/2014 Financial Year. Hon. Speaker, I will largely associate myself with the sentiments already expressed by my colleagues. As I say so, it is instructive that we are actually debating the PAC Report on Government Accounts for the 2013/2014 Financial Year in August, 2016. I must thank the Committee and the Chairman for the good work they have done. However, something needs to be done if we are to be seen to be ... view

  • 17 Aug 2016 in National Assembly: If you want to look at this Report in the right context, you must understand that it is about the 2013/2014 Financial Year, which was the financial year that the current administration came into office. This is the first financial year under the Jubilee Administration. As we critic this Report, we must not lose sight of the fact that it is about a financial year when most of the so- called “grand projects” of the Jubilee Administration were initiated. I want to give examples. Hon. Speaker, you will recall that even the now infamous NYS scandal started way back in ... view

  • 17 Aug 2016 in National Assembly: Hon. Speaker, I end with a very heavy heart and say that unless, as the membership of this House, we stand up to be counted and say “no” and take appropriate measures to rein in this daylight robbery, this country will be taken to the dogs. view
  • 10 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I want to fully support the Petition by my colleague, Hon. Irungu Kang’ata. I have gone through this experience personally in the past in this House. Way back in 2013, when a number of students were suspended from Kenyatta University, I brought the issue here through a Question but I was taken round in circles. If what is happening in universities is not addressed urgently, it will lead to anarchy. We have reformed nearly all the sectors in this country but the universities have remained untouched. Hon. Speaker, we have a situation in universities where the ... view
  • 4 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I was just wondering if you could allow us to say one or two words. view
  • 4 Aug 2016 in National Assembly: Thank you very much, Hon. Speaker. I want to join you and my colleagues in condoling with the family of the late Hon. Mwithaga and the community of Nakuru County as a whole. view
  • 4 Aug 2016 in National Assembly: Hon. Speaker, you will agree with me that Hon. Mwithaga stood out as a true nationalist amongst his compatriots. You will also agree with me that had it not for the efforts and contribution of the likes of Hon. Mwithaga, perhaps the democratic space that we enjoy today could not be there. As we condole with his family, we must remember that it is important for us not to lose sight of the fact that this country has come from far in terms of the struggle for the freedoms and the rights that we currently enjoy. Therefore, I join you ... view
