  • 3 Mar 2015 in National Assembly: Hon. Speaker, if you may indulge me, my suggestion was that given the gravity of the matter, could we invoke the Standing Orders and adjourn debate on this Motion, so that the Petition of hon. Justice Kemei is prosecuted fully? This is because Miwani Sugar factory has got no machinery. There is basically land. Therefore, what we are talking about is basically transferring land. The issue of land is so critical that it needs to be dispensed with before we can discuss the substance of this Motion. view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Speaker. For the first time I must say that I am in agreement with hon. A.B. Duale. The Committee on Agriculture where I sit has for sure let down this House. The MSC matter, just like the sugar matter in general, is one that concerns millions of Kenyans, more so in the Western Kenya belt. As we speak, the livelihoods of those Kenyans are at stake and in jeopardy. I want to undertake, on behalf of fellow Members that, within one week, we shall bring a Report here whether raw or otherwise, so that this House can ... view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Speaker. I do not know how many minutes I have; I am assuming that they are five minutes. Hon. Speaker, let me start by saying that I support this Motion for the simple reason that the Teachers Service Commission (TSC) has been in limbo for quite too long. As you are aware, the TSC is one of the constitutional commissions. It has a key role to play in the governance of this country. It is a relief that finally the TSC is going to operate optimally, with all the commissioners having been appointed, if this Motion is ... view
  • 26 Feb 2015 in National Assembly: continue to recycle people and place them in important commissions such as the TSC. The teachers in this country are a suffering lot. They have suffered for ages. We need a TSC that is responsive to the plight of the teachers. If we have teachers who are perpetually grumbling and sulking, we cannot guarantee the future of our children. As we speak, the teachers of the north eastern region - Mandera, Garissa and Wajir counties – have been camping on the streets of Nairobi since the beginning of first term, because their security in those counties has never been guaranteed. ... view
  • 17 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to reiterate the fact that the Office of the Auditor-General is one of those constitutional offices that are independent as provided for in the Constitution. It is important that we allow this office to exercise the independence that the Constitution intends it does. I must also point out that the current holder of this office happens to have brought into this very important office a lot of reforms and corporate discipline. Hon. Temporary Deputy Speaker, this country has lacked development because of the amount of money that continues to be siphoned every ... view
  • 17 Feb 2015 in National Assembly: office has to be strengthened and the only way to strengthen it is by first giving it enough finances through budgetary allocation by this House, and secondly by not to limiting its mandate in any way. This office must be allowed to audit the security sector in totality, from the police service to the intelligence service and the Kenya Defence Forces (KDF). These are the conduits through which the public has lost huge sums of money. This office will only add value to the governance of this country if this House takes it upon itself to do whatever it can ... view
  • 17 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, I was assuming that hon. Members will exercise due diligence and apply common sense. view
  • 17 Feb 2015 in National Assembly: I will do so, hon. Temporary Deputy Speaker; I am properly guided. view
  • 12 Feb 2015 in National Assembly: Hon. Deputy Speaker, I just want to seek your guidance on some pertinent matter. You are aware that the education sector in this country is currently facing a crisis of monumental proportions. Since the commencement of first term earlier this year, there has been no learning in public schools in Mandera, Wajir and Garissa counties. The reason why there has been no learning is because teachers, who are supposed to have gone back on duty, have declined to do so. These teachers asked for transfers which have been declined by the Teachers Service Commission (TSC). I wrote a letter to ... view
