Mr. Speaker, Sir, anytime is tea time except when you think otherwise. I do not think that should concern us. However, I hope that the issue addressed by Sen. Omogeni together with what was addressed by the distinguished Senator for Nandi County will be included in the report. Sen. However, the Government of Kenya has not taken a position on this matter. There are three positions that countries are taking all over the world. One, is to ground the aircrafts if there are airlines within those territories that are using this particular aircraft. Two, is to stop any orders of contracts in regard to any manufacture targeting particular countries or airlines. There are some countries which have banned the use of their airspaces by this particular aircraft. Therefore, in Kenya, we should ban them from our airspace because the rest of the world is doing it. In supporting, I want us to remind ourselves that the Principles of Devolved Governments under Article 175 are bases on the principles of separation of powers so that the county executive and the assemblies each have their powers enumerated in the Constitution. Nobody should ever think that you can dissolve a county assembly. Probably, it is possible to impeach a governor by extension, remove a county executive but you cannot by any legal mechanism dissolve a county assembly other than through the process of suspension and dissolution of the entire ...

Mr. Deputy Speaker, Sir, the bigger question is that the Chair and the Committee have undermined the authority of the House. That is a matter that needs to be dealt with quite apart from the Report. This matter has been with us for a very long time. As we can see, even locating the Chair is proving to be difficult, despite the fact that there is the Serjeant-at-Arms. Mr. Deputy Speaker, Sir, I support this Motion as amended. In contributing to this Motion, I must commend the Committee for the work they have done and other committees should take the example of the ad hoc Committee. The Committee was time bound but within the time allocated, it came up with a report that has received wide support from both sides of the House.

It is also important to note that the ad hoc Committee has not just given general observations but also made recommendations and most of the recommendations are actionable.
