  • 31 May 2018 in Senate: Madam Temporary Speaker, they already have a scheme, more than you as MPs who will make that budget. Parliament is in charge of the budget. They know when to start planning how to get that money. They know the National Treasury inside out; how this Integrated Financial Management System (IFMIS) process works. They also know how to release the money. You can find some counties parading in the National Treasury for one month, looking for money which has been authorised by this Senate and the National Assembly but when an individual goes there, within two days, payment is authorised. If ... view
  • 29 May 2018 in Senate: Mr. Speaker, Sir, I was not going to speak on this matter but I have been moved to do so after the contribution by the Senator for Nyeri. He has raised a very fundamental constitutional question. We have to decide whether or not we will perform our constitutional functions in accordance with the Constitution or we will look for a different framework outside the Constitution. If I may just pause and ask the question; will we ever have a situation where the court, in exercise of its judicial function, would want to enter into some kind of understanding as to ... view
  • 29 May 2018 in Senate: Mr. Deputy Speaker, Sir, cartels or no cartels, there is a crisis amongst the farming community, particularly in the two counties; Trans Nzoia and Uasin Gishu. Probably one can add Bungoma County. Cartels or no cartels, a solution is required. Sen. (Prof.) Kamar was talking on the basis of trying to find a solution; not trying to witch hunt or look at who is being mentioned as a cartel or not. As national leaders, we should approach this on the basis that there is an outcry in which the local leadership took some steps. I was so happy to see ... view
  • 18 Apr 2018 in Senate: Thank you, very much Mr. Speaker, Sir, for those remarks you have made about the passing on of a very great man. If I was to speak about the late hon. Matiba, I would take even a whole week. However, I will not do that since probably there will be another occasion. Kenya has lost one of its greatest sons, not only in terms of character but what he has done for this nation. I knew about the late hon. Matiba first in my life when I was at Alliance High School. At that time the greats of that school ... view
  • 18 Apr 2018 in Senate: Thank you very much, Madam Temporary Speaker. I wish to support this Bill and thank the Senator for Makueni County, Sen. Mutula Kilonzo Jnr., for being very fastidious, first in terms of the amount of work he produces in this Senate in terms of Bills and other Business that he constantly presents before the Senate. Additionally, I thank him for having a hawk eye in relation to areas in the law that are not clear, have gaps and may have a lacuna that needs to be addressed. This is something that we are not doing well enough because as it ... view
