9 Feb 2016 in Senate:
I thank you Mr. Speaker, Sir, for giving me the opportunity to appreciate your leadership of the Senate. I also join other Members of the Senate in wishing them a happy new year. I hope that after the recess, we have come with more energy to make this country better for all of us. Mr. Speaker, Sir, in the visits that we pay to the counties or delegations, in the Committees that we belong to, there is a spirit of unity and harmony within Senators. I appreciate that. I have gone to my own county with committees of this Senate. ...

9 Feb 2016 in Senate:
Thank you very much, Mr. Speaker, Sir. I was not going to speak until I heard what the Senator from Busia has just said. Although I also support the Motion without necessarily commenting about my membership to this Committee but I think the reasoning is a bit warped in the sense that if there was a requirement to change, as it were, and have some kind of rotation in leadership in these committees, then you cannot confine it to one particular committee. Not unless you covet, it should go to all committees. I was asking the Attorney-General Emeritus here that ...

9 Feb 2016 in Senate:
No, Mr. Speaker, Sir. I am just trying to talk about the conversation we had. The opposition came from my right. But you know, like in Yugoslavia, there was a time they thought that the best way to run a country is by having a presidency and, The electronic version of the Senate Hansard Report is for information purposes

9 Feb 2016 in Senate:
Mr. Speaker, Sir, I understand him because he was the Attorney General for 20 years; longevity. He can stick to a position, but when it comes to others, the argument is that you better leave as quickly as possible. Having said all that, there must be some sense and rhythm in what we are doing. Conventions and all that add up. I will be prepared, if Sen. Karue feels that somebody should vacate the position to allow somebody else an opening. When Sen. Mutula Kilonzo Jnr. was elected, I asked him where he wanted to serve. When he told me ...

Mr. Speaker, Sir, thank you very much but I ask you to add me just two minutes, because I had done some little preparation for this.

16 Dec 2015 in Senate:
Mr. Speaker, Sir, I rise to plead with the other side of the House that this is a matter in which having some kind of consensus would be good for the House, rather than taking a bipartisan position on a matter which is procedural. You will indulge me to go to a little bit of history. However, before I go into that, the second President of the United States of America (USA), Mr. Adams, said that there was never a democracy that did not commit suicide. In fact, he said this before the American Constitution. He said that the reason ...

16 Dec 2015 in Senate:
Mr. Temporary Chairman, Sir, a little bit of explanation will do good to us. As the Chairperson said that we are here to vote or pass, he should give some justifications as why this amendment is necessary then we can follow.

16 Dec 2015 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I would still urge our colleagues that even at this late hour, we should reconsider this matter and refuse to agree with the report of the Committee. This House should have some kind of role in quality control in terms of the legislation that we are passing. We cannot on the face of it pass legislation which if you look at it, is contrary to the Constitution and contrary to what it says. If you look at Article 234 (5), the delegation by the Commission is not a delegation of members of staff or ...

16 Dec 2015 in Senate:
On a point of order, Mr. Deputy Speaker, Sir. I find this situation very tricky because we came here for a Special Sitting. If you want to put the business of the work we have done in jeopardy, then allow Sen. Keter to make the Personal Statement because it can be argued that we used a special sitting to transact a business which was not published or notice given in the Kenya Gazette. Secondly, the question of a Personal Statement is provided for under the Standing Orders. Standing Order No.1 will only help you if it is a matter which ...
