  • 17 Nov 2015 in Senate: Mr. Temporary Speaker, Sir, I would like to inform my senior and Senate Minority Leader that there is a number of Senators here who served in the Kibaki Government, including my sister, Beth Mugo. view
  • 17 Nov 2015 in Senate: I am sorry, Sen. Beth Mugo. I said my leader, Sen. Wetangula, Sen. Obure and quite a number of others served in Kibaki Government. He was the first President to deal with Presidential veto under the new Constitution. He dealt with a Speaker who was very particular about any reservations that would be made. As President Kibaki sat in State House, he was confronted by the Speaker who would look at everything that came from the President to make a determination whether he had a point or not. So, we are not talking about some new animal coming from mars. ... view
  • 11 Nov 2015 in Senate: Mr. Speaker, Sir, this is a very serious matter. With your indulgence, I know Sen. Haji will be able to deal with this and I have absolute confidence in him. However, an hour ago, another journalist, Alphonse Shiundu has also been summoned to appear at the Criminal Investigations Department (CID). In fact, I have been requested by a group of journalists, the Kenya Union of Journalists and the Editors Guild to go and assist in taking him to the CID headquarters. It is now becoming a trend and I am happy because this is not necessarily a matter from this ... view
  • 6 Nov 2015 in Senate: Mr. Speaker, Sir, following from the Deputy Majority Leader, I also fully agree that even when the Committee is ready to present their report, we do not know whether they have enough copies. There may be administrative requirements to make the report available to every Member of the Senate. But more importantly, the Senate should never be seen to be idle. If there is business, we proceed. If there is no business, we retire. That is how it works. I ask and request that we retire for 15 or 20 minutes until there is business. view
  • 6 Nov 2015 in Senate: Mr. Speaker, Sir, I wanted to speak to this matter from the beginning. Unfortunately, I pressed the wrong button. I thought we would talk on this matter substantially. view
  • 6 Nov 2015 in Senate: Mr. Speaker, Sir, I want to remind the Senate that power to impeach by the Senate is not constitutional; it is statutory. Therefore, if we do not exercise it appropriately and in a manner that will instill confidence in the people of Kenya, these powers may go to another institution altogether. This is an example where the people may see the Senate as not using its powers correctly in accordance with our own Standing Orders. This Committee has usurped the role of the Senate. It has gone beyond its mandate. Standing Order No.68 (1) (a) says:- The electronic version of ... view
  • 29 Oct 2015 in Senate: On a Point of Order, Mr. Chairman, Sir. My matter relates to Order Nos.8 and 9, but I will stick to Order No. 8. With utmost humility, looking at the Memorandum from the President of the Republic of Kenya and the proposed amendments, I find the proposition that the Memorandum which has been received in the House and subject to Order No.8 is unconstitutional. The language used by the President in this Memorandum is the language of the former Constitution and not the current Constitution. The distinction is that under Section 30 of the old Constitution the President was part ... view
