  • 29 Oct 2015 in Senate: Mr. Chairman, Sir, as a way forward, I want to move an adjournment of debate on this matter on the basis of Standing Orders No.99(1). I beg to move:- THAT, the Committee of the Whole House do now adjourn and the Chairperson do report progress. Mr. Chairman, Sir, it is not unheard of that where there is controversy in Committee of the Whole stage, debate can be adjourned and the Chairperson of the Committee of the Whole reports progress. I think that the Speaker was right because this matter came as Order No.8 which could not be dealt with by ... view
  • 22 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, I will do it very briefly. I appreciate because I have just come in and normally one would not really want to intervene when he or she has been away. However, I remember in the “old House” Question Time was known as show time. It was not part of serious business. What bothers me is that even the Statements that are given do not come directly from the Cabinet Secretaries as Sen. Wako has said. It is second hand information. In any case, even by dint of the Standing Orders, the Statements should be from Chairpersons. ... view
  • 14 Oct 2015 in Senate: Mr. Speaker, Sir, I am sorry I came a little late in the middle of your ruling, which I agree with entirely. However, I did not get you very clearly because I think it is in the tradition amongst the gentlemen who are Members of Parliament that you have a buttoned collar. I thought I heard such an expression. Yesterday, my friend, Sen. Bule did not have a collar nor a buttoned shirt. That needs to be made clear because I can also decide to come with a casual smart wear. The tradition has been, even if it is religious, ... view
  • 14 Oct 2015 in Senate: Thank you, Madam Temporary Speaker. First, let me also join my colleges who have spoken particularly Sen (Eng.) Muriuki, who has congratulated both the Chair and the Vice Chair of the Committee. I must admit that this Committee was chaired by the youngest amongst us. I think they gave very effective leadership in conducting its affairs, until we came up with the draft which was agreeable and acceptable to all the Members of the Committee. I also want to comment the sprit under which discussions were carried out in this Committee in the sense that they were carried out in ... view
  • 13 Oct 2015 in Senate: On a point of order, Mr. Speaker, Sir. I urge you to come up with a response as quickly as possible, because the Senator from Kuria was telling me that he The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 13 Oct 2015 in Senate: On a point of order, Mr. Speaker, Sir. I do not want to revisit your ruling. However, we have taken too much time on Statements and the real business of the House begins when we are dealing with Motions. I note that in view of the fact that we do not even have a quorum in the House, you have allocated only five minutes which means that after the Mover and a reply, we may not even exhaust the two hours. With utmost respect, I am requesting that in view of the numbers we have in the House, could you ... view
  • 8 Oct 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I wanted to come and see you, but you were kept very busy. So, I did not give you a notice of the matter I wanted to raise. Standing Order 39(2) says: “Business shall be disposed of in the sequence in which it appears in the Order Paper or in such other sequence as the Speaker may, for the convenience of the Senate, direct.” On the basis of that Standing Order, I request the Chair that Order No.11 be deferred. If you see the proceedings of the House Business Committee (RBC), ... view
  • 1 Oct 2015 in Senate: On a point of order, Mr. Speaker, Sir. Let me, first of all, say that I am completely in agreement with the Deputy Speaker and the distinguished Senator for Murang’a County. I hold him in high distinction because I have practiced law with him from opposite sides, and I know his ability. With the greatest respect, the word “may” applies to your discretion to allow a visiting Head of State to address the Senate. He might be the greatest power in the world, but you still have that discretion. The consultation with the Senate Majority Leader and the Senate Minority ... view
  • 1 Oct 2015 in Senate: Mr. Speaker, Sir, I am seeking your direction because of the import of this question. It is so important and cross cutting that, probably, you would agree with me that this is the kind of question that should be answered by the Senate Majority Leader because it impacts on the entire performance of the Jubilee Government Administration. Although I was in inclined to ask Sen. Mukite that sometimes you do not need to substantiate the obvious, it is just bad leadership that is causing all these. view
  • 1 Oct 2015 in Senate: On a point of order, Mr. Speaker, Sir. I appreciate why you have given these questions to the Committee on Finance, Commerce and Budget. As you were saying it, I was looking at the Senate Majority Leader and he looked very relieved. view
