  • 7 Jul 2015 in Senate: Mr. Speaker, Sir, we are probably demanding too much from the Government because these are critical security issues like what has just happened in Mandera. If a Government cannot deal with herders, I do not know how they are going to deal with the bigger security situation concerning Al Shabaab but that is for another time. I am a Member of this Committee. From what we have been told by Sen. Musila – it is not easy to find him talking with so much emotion because he is a former Provincial Commissioner (PC) who knows how to handle matters of ... view
  • 7 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, I feel obliged to speak on this particular Motion. I will not take a lot of time because what is coming is of utmost importance. I support the formation of this Committee. I want to say that it can be done. The reason I am beginning by saying that it can be done is because there was a time in this country when government buildings were unkempt. When you went to the High Court, the first thing that hit your nose was the smell from the toilets. However, when the National Rainbow Coalition (NARC) Government took ... view
  • 7 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, I have lost track, but I want to say that this is a House of honour and dignity. Therefore, the Committee that we are creating should ensure that the catering services in this House measure up to the status of Parliament; that is, the National Assembly and the Senate. When I look at my two sisters across there, they deserve a better place to eat and sit. For example, the chairs that have been put at the Member’s bar have been collected at random. There is no sense or rhythm in the furniture there. Finally, I ... view
  • 7 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, I want to begin by saying that we appreciate that terrorism is a global affair. It does not choose where to strike. Many times, we suffer out of acts of terrorism, not out of choice, but because terrorists want to cause damage, fear and despondency. view
  • 7 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, on the question of security, we should not be shy. We should say the truth the way it should be told. The Government of Kenya has failed on matters of security. There is no other way of saying that. If we began to use adjectives like my friend from West Pokot said, then the message would not be registered by those who have the mandate to provide security for the people of Kenya. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from ... view
  • 25 Jun 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I want to appreciate the Chair. Normally when people make prayers, it is very difficult to get them answered. However, before you, at least prayers are answered. I am very happy with that. view
  • 24 Jun 2015 in Senate: On a point of order, Mr. Temporary Chairman, Sir. view
  • 24 Jun 2015 in Senate: I just heard the Chair demanding of us to “piga makofi” . Is the Chair in order to demand that we “piga makofi” as if we are in a political rally? view
  • 24 Jun 2015 in Senate: Mr. Temporary Chairman, Sir, since this matter is on record, can we check on the HANSARD tomorrow? This is because you said that I am out of order. view
  • 24 Jun 2015 in Senate: Mr. Deputy Speaker, Sir, I thank the Chairman of the Committee or his representative for piloting this Bill through the House. However, I hope that assurances that were given to the House by Sen. (Prof.) Anyang'-Nyong'o---. He has explained this to me that on the Second Schedule dealing with conditional grants on the matter of leasing of medical equipment, that at an appropriate time, the Committee on Finance, Commerce and Budget should come back to us and give an explanation to the satisfaction of the Senate that these funds and the process of procuring the equipment are clean. Accountability measures ... view
