  • 17 Apr 2014 in Senate: Thank you Mr. Temporary Speaker, Sir. I will also take a short time. I want to commend the House during this very short Session. As the Senate Leader of the Minority has said, it has been a very illustrious Session. He and the Senate Majority Leader have shown exemplary leadership. I hope when we come back we will continue the way we have started this particular Session. In the old days when the House was going on recess, then you knew something was going to happen while you were away. But the Constitution has pointed out that we can be ... view

  • 19 Mar 2014 in Senate: Mr. Temporary Speaker, Sir, I thought the distinguished Senator from Isiolo County compounded the insinuations in his remarks by saying that the Senate Minority Leader was held hostage. Now, being held hostage is very different from--- view
  • 19 Mar 2014 in Senate: Mr. Temporary Speaker, Sir, I could not raise it because there was another point of order. But I think it is a very serious allegation. If you are held hostage, it means you are under arrest or confined. view
  • 19 Mar 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. It is not true that he was ever held hostage. The point of the matter is that--- view
  • 12 Mar 2014 in Senate: Mr. Temporary Speaker, Sir, thank you for giving me this opportunity to contribute to this very important Motion. I commend the distinguished Senator from Machakos for bringing this Motion. Over the last one year, he has brought many such Motions. He should be commended for that. Since I have a very short time, I want to move an amendment to the Motion in the following terms. I beg to move:- “THAT, the Motion be amended by deleting the full stop at the end and adding the following words; “By establishing a specific insurance cover and scheme for that purpose.” I ... view
  • 12 Mar 2014 in Senate: Mr. Temporary Speaker, Sir, I hear that if one wants to build the nation, they are required to take a walk for an hour or two. Under those circumstances, it is very difficult to motivate a person who has no privacy even in his family environment. This person cannot even attain most of the things that we take for granted. If there is one thing that we can give to them is to ensure that their children go to school once they die in the line of duty. They should not just go to school, but go all the way ... view
  • 6 Mar 2014 in Senate: Thank you very much, Mr. Temporary Speaker, Sir. I join other Senators in commending the Mover, Sen. G.G. Kariuki, for moving this Motion. He is actually the right person to do so, because he served in the security system of the country for quite a long time and has experience in these matters. Mr. Temporary Speaker, Sir, I was not surprised when this Parliament was elected and the Senate established, that he chose to belong to the Committee on National Security and Foreign Affairs. He brings with him experience and probably, having been out of the Government, he was now ... view
  • 5 Mar 2014 in Senate: Mr. Speaker, Sir, I want to agree with Sen. (Dr.) Kuti because this is not the first time that we are bringing this issue here before the Senate. The more we play it in the public domain without a solution, the more ridiculous we appear. For the purpose of the Senate, we are looking superfluous and it seems as if we are whining instead of looking for a way forward. Having said that, it is important to look at what the Constitution says about both Houses. Houses of Parliament; the Senate and the National Assembly, consider Bills. None of the ... view
  • 5 Mar 2014 in Senate: On a point of order, Mr. Speaker, Sir. If the speaker was not the Chairman of the Committee on Legal Affairs and Human Rights, I would not interrupt it. But did you hear him call the Speaker “Mr. Chairman” and he wants to get away with it? view
