  • 18 Jul 2013 in Senate: Madam Temporary Speaker, as the previous contributor has said, I also want to say that I support the caveat that we support this Bill on the basis that there are going to be amendments and it was useful and necessary to hear the Senate Leader of Majority give us that assurance; that an appropriate time, this Bill will be amended so the allocations as contained in the Bill will be enhanced upwards. I want to start from the beginning. For devolution to work, it will require political commitment on the part of all the players and this is not just ... view
  • 18 Jul 2013 in Senate: Madam Temporary Speaker, I think that if there is anybody who wants to teach me how to speak in the Chamber, you better go back to the many speakers who have been there before. You will realize that on all accounts, in terms of my contribution in this House, nobody has stood up to say that I am out of order, when I am speaking on a specific Bill like this one. The gracious lady should listen and learn how these things are done. Madam Temporary Speaker, I am saying this because just today, the IEBC could not take an ... view
  • 18 Jul 2013 in Senate: Madam Temporary Speaker, elections are about results. Even now when we take a division at the end of the day, you will stand up and say that you have received so many votes for the Ayes and the Noes have so many votes. The IEBC also is required to give results of the elections, and it has had more than three months to do so. It is in the public domain that this Commission cannot count any figures beyond 500,000. Once they get over 500,000, they get confused. If you are Jubilee--- view

  • 18 Jul 2013 in Senate: Madam Temporary Speaker, let me finish this by saying that it is no longer in doubt that the IEBC has said that the difference between the Presidential election votes and those that were cast for Governors is a whopping 1.7 million votes. If that is the truth, it means that if these figures are wrong to the extent of 1.7 million, the issue of the last elections will never go away. We have agreed that you are in the Government, and I recognize you as a Whip, but you cannot take away my right to give my opinion that these ... view
  • 17 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. I quite agree with you. I wonder whether the Senate Majority Leader was helping us, because what I understand to be in the court process is not about figures, but the process. But right now we are concerned about figures. So, if in this financial year we are not able to take as much as possible to the counties, we will not have played our role effectively. So, it would help if, as you said, the Senate Majority Leader owned whatever is being propagated by the relevant Committee. This is because we ... view
  • 10 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. Noriega was never the President of Panama. Indeed, he refused to describe himself as such. So, that gave latitude to America to abduct him to the USA. On record, he was never President of Panama. view
  • 10 Jul 2013 in Senate: Mr. Speaker, Sir, he was a military leader. He was actually the effective leader of the country, but he never described himself as the President of Panama. view
  • 9 Jul 2013 in Senate: On a point of information, Mr. Speaker, Sir. view
