  • 10 May 2012 in National Assembly: Mr. Speaker, Sir, I beg to support this Motion. In supporting I want to say the following: A proper reading of Article 79 of the Constitution would demonstrate that this Commission is very important in terms of the new leadership that is to be created under the new constitutional dispensation. Many times when we make reference to this Commission, there is the assumption that its work will be confined to issues of corruption in its narrow sense or issues of ethics. However, the responsibility and mandate of this Commission is, indeed, very wide. These constitutional provisions were necessary because this ... view
  • 10 May 2012 in National Assembly: If you read this Chapter clause by clause, then you will know what this Chapter that is dealing with integrity and leadership requires of us to be transparent in everything that we do; we should not be compromised at any stage, hence these many provisions. I did not want to read many of them. I am just saying that as we debate this Commission, all of us, I included, I want to confess that we are not yet living by the standards set by the Chapter on Leadership and Integrity. I am not anticipating debate, but land being what it is, I hope that when the names come there will be a full rigor in interrogation of the character and qualifications of those who will want to be commissioners in the NLC. As soon as this is done, let us open a ... view
  • 9 May 2012 in National Assembly: Mr. Speaker, Sir, with tremendous respect, can this be given on Thursday, next week? Earlier in the morning, there were lots of Statements sought. view
  • 9 May 2012 in National Assembly: Mr. Speaker, Sir, I will communicate the same to the Minister. view
  • 3 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in the same vein as hon. Shebesh has elaborated why we want to prevail upon the Member for Gwasi to, at least, surrender or agree to what we are saying in respect of this matter, the general position normally in law is that if you want a strict interpretation of the law, the law must be clear in ordinary language. This will ensure that you do not have to import a meaning to it. What hon. Mbadi has tried is to give us a tortured interpretation of the Constitution and not an interpretation based on ... view
  • 3 May 2012 in National Assembly: By Mr. Mbadi’s own conduct, he cannot rise now and say that this Motion is not properly before the House when the request for extension of the Land Bills was brought before the House. He was actually one of the hon. Members who were on record arguing for the extension of time. So, what is good for goose is good for the gander. So, you cannot speak--- view
  • 3 May 2012 in National Assembly: I am on a point of order, Mr. Mbadi! view
