  • 15 Jun 2011 in National Assembly: balance. There are issues of integrity and suitability. The same Constitution says that the issue of ethnic diversity is also important. So, it cannot be a State problem all the time. When you are confronted with any issue, I think it is important to look at the Constitution as a whole. Repetition, yes but there are also other issues that need to be addressed under the Constitution. But I think in the little time they had, they did an extremely good job. view
  • 15 Jun 2011 in National Assembly: I just want to flag one or two issues, which I think were important. One, there are universal standards that have been set in this Constitution. They apply to all of us and we should not at any time when we are confronted with any issue, use other values as the principles outside the Constitution. I plead with you, because if somebody who comes from my home area or community is being interrogated on the basis of the principles which are in the Constitution, I should not hide behind any other principle or value that is not contained in the ... view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, having said that, I have worked with the nominee for Chief Justice, Dr. Willy Mutunga, and I think I have no reservations at all about him. I think he is a great Kenyan. Many of us would say that even in the process of the creation of a new constitutional order and dispensation, he was in the thick and thin of things. He is a great legal mind and the same goes for the nominee for the Deputy Chief Justice. I have worked with Tobiko. I have been in court with him and I know the ... view

  • 15 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want the record to be put straight. According to the new Constitution, this House is not sovereign. Sovereignty is vested with the people. It states that very clearly. Once we do not get that right, we are beginning to undermine the Constitution! view
  • 9 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I just want to debate. But hon. Midiwo was at one point the Acting Leader of Opposition. So, I think he got used to speaking from here and, probably, should continue. view
  • 9 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I wish to support this Motion and make it very clear that there was a moment last week, or even previously, when I thought that, with the hard economic times, the Government was not going to address the plight of the needy members of society. In fact, the truth be told – and I want to make this very clear – there was a meeting at which I said that I may join the Back Bench in reacting negatively to the Budget process, because it was my assumption that there were certain actions that were taken ... view
  • 9 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, at one time when I was in China, there are officials of the Chinese Government who told me that China had to feed itself. With a population of 1.5 billion people, China can never hope to get assistance or aid. There is no country that can produce food to feed China. I also want to believe that Kenya can only move forward by making sure that we feed ourselves and make this country grow to greater heights. So, overall, I think that we have done the best in a very bad situation. We need to work ... view

  • 9 Jun 2011 in National Assembly: You know when you are a Turkana, you are more used to hearing the AK 47 and so, whatever I say may not be loud enough. view
