  • 16 Nov 2010 in National Assembly: No, Mr. Speaker, Sir. All that I am saying is that, if the Minister can be accommodated. If we say tomorrow then he will not be here. But in the spirit of collective responsibility, we could be given time to liaise with the Minister to find out when an adequate response can be made, because it is a very serious matter. Personally, I would want to hear what the Minister has to say on this matter. It is a matter which, if he was in the House, one would demand--- I have seen it before that if it is a ... view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I am not able to give an account because the demand for the Statement was made to the Minister of State for Provincial Administration and Internal Security. I was required to give some information to the Minister. I have all the information but unfortunately the Minister is not there. The problem is not mine. The Member chose from whom to demand the Statement. It would be indiscipline for us to want to make that Statement on behalf of the Minister of State for Provincial Administration and Internal Security. The information that was demanded from the Ministry of ... view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I think if the hon. Members had required me to make a Statement of the information that they want me to give, I would give it. But, unfortunately, the understanding was that I make that information available to the relevant Minister. But now if they want me to give the information, then they should separate what information should be given by the Minister of State for Provincial Administration and Internal Security. It can be done that way. If they want information from me, I am prepared to make a Statement. But not now. I can give it ... view

  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, in fact, for the last two days, I have been looking for the Minister of State for Provincial Administration and Internal Security together with his Assistants. They were all in the House. That is because I knew what was coming. Unfortunately, all of them are out of the country. But the understanding was that in working together, I was to provide the information to the Minister of State for Provincial Administration and Internal Security. The Statement was not to come from me. I was basically to provide the information. That is because they said that they needed ... view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, there are law and order issues which I may not be able to respond to, because I am not--- view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I may not be able to respond to it fully, but if an order was made to the effect that I am to make a comprehensive Statement containing all that they demanded for, then under that same principle of collective responsibility, I can make the comprehensive Statement. But if they want me only to react to issues to do with land, then they should give me time until Tuesday and I will be able to do it. It is a very long list. It is not something that---- view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I was going to beg you, because I tried to stand up before you said that you were going to make a finding that there is unbecoming conduct, that under the principles in the Constitution that we have, would it not have been better to hear the other side just in case? There may be a story that would not amount just to mitigation but, maybe, a defence in the issues that have been raised as to his absence, so that the other side is heard. view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, first of all, I do not want to talk about the Ministry in charge or the Government as a whole. I think I also bear responsibility for what has happened in regard to this Kenyan who has been brutally assaulted. It may be taken that this is an event in isolation. We need some kind of revolution in the way we run the Government, having now achieved the new Constitution. Mr. Speaker, Sir, if I can go down memory lane, recently in Malindi, there was an attempt to remove some squatters from land that they had occupied ... view
  • 10 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when we talk about human dignity, it means that even if you do not like your fellow human being, even if he is a prisoner, even if he has violated any law or has been found guilty by a court of law of competent jurisdiction, he is required to be treated as a human being. What really makes me a little bit ashamed is that in North Eastern Province, there is now a pattern developing. Mr. Gitobu Imanyara knows that we have dealt with many cases. There was a time I used to go to ... view
