  • 28 Apr 2020 in Senate: Mr. Deputy Speaker, Sir, I thank Sen. Sakaja for that response and the work they have done in relation to the burial of Mr. Oyugi Onyango. It is important that COVID-19 is not stigmatized. By the conduct of the authorities, including the police, the county governments and national Government, people feel stigmatized if they are in any way connected with this disease. Even if a member of the family has been quarantined for this particular disease, they feel stigmatized. I am saying this because after the burial of Mr. Onyango, nearly the entire village was arrested. They were not even ... view
  • 28 Apr 2020 in Senate: we should not stigmatize this disease. In fact, in Siaya the problem now is that the people do not want to go to hospitals. This is because they believe that if they go there, they are likely to be quarantined and kept away from their families for a month or so. The whole direction on how they deal with this problem must be changed positively, so that people appreciate what the Government is doing. view
  • 28 Apr 2020 in Senate: Mr. Deputy Speaker, Sir, I think his point is important, but factually it is not accurate. The specimens were taken before he was buried, but it was still posthumous. view
  • 28 Apr 2020 in Senate: Mr. Deputy Speaker, Sir, I beg to second the two Motions. My remarks are basically on the first Committee, the CPAIC. The Constitution gives the role of oversight to Parliament. The Office of the Auditor-General is established to perform certain functions for purposes of making it easy for Parliament to perform its oversight and audit functions. • 28 Apr 2020 in Senate: I thank the outgoing Committee, some of whose Members have been retained. I thank the Chairperson of the Committee, the Senator of Homa Bay, who did a sterling job. Since this is a Sessional Committee, changes are always likely to be there. I also thank Sen. Faki of Mombasa and hope the new Members will do us proud. We want a situation where all the work of oversight and audit in respect of accounts of the national Government and county governments can be seen actively in the work of this Committee. Sometimes I believe that if these committees can do ... view
  • 14 Apr 2020 in Senate: Mr. Speaker Sir, I rise to seek a Statement under Standing Orders No. 47(1). Mr. Speaker, Sir, pursuant to Standing Orders No. 47(1) I rise to make a Statement on an issue of national concern, namely; the burial of Mr. James Oyugi Onyango, a resident of Siaya County, who reportedly died of the Coronavirus Disease (COVID-19). COVID-19 is a worldwide pandemic that has brought serious challenges to our normal life and the public health system. The measures the national Government has The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can ... view
  • 14 Apr 2020 in Senate: taken to contain the spread and impact of the pandemic in the country are commendable. However, we have to prepare for the worst before things can get better. In the midst of the fight against COVID-19, certain regrettable incidents have occurred which have generated public outcry. In Simur Village, Ukwala Location, Ugenya Constituency in Siaya County, on the night of 12th and 13th April, 2020, James Oyugi Onyango reportedly died from COVID-19 and was buried in the middle of the night in extremely gruesome circumstances. While we appreciate the circumstances the country is in, and cognisant of the Ministry of ... view
  • 14 Apr 2020 in Senate: Thank you very much, Mr. Speaker, Sir. I speak to this Bill with the remarks made by the Chair of the Committee on Finance and Budget at the forefront. If there is anything that would be in the purview of the Senate to demonstrate why so many times people do not like things coming to the Senate, this is one of the issues that we must demonstrate; that it does not matter how many times the Senate is regarded in lower terms, so to speak. Anytime anything is brought here that does not comply with The electronic version of the ... view
  • 14 Apr 2020 in Senate: the Constitution and the law of the land, I will always not be supportive of, for respect for the Constitution and the law of the land. There is a reason accountability is a very important principle in our Constitution. I would dare say that it is not just accountability, but more accountability is what will bring good governance to this country. The prevailing view with a lot of leadership that exercises executive power, is the tendency to reject or be very weary of accountability. The most powerful people in the world, in very powerful offices, are subject to accountability. I ... view
