Thank you, Hon. Speaker. I have listened to the Hon. Members, including Hon. (Dr.) Nyikal and the other Members who contributed in this House. Hon. Nyikal talked about the rushed debate. I think this is not an issue to do with the Presidency. The President can appoint anyone at any time. What we need to do in future is to allocate enough time for this vetting process. Prosecution (DPP). This is for him to confirm to us if any of those nominees or future nominees have any pending court cases. That is only one way we are going to make sure that everybody is satisfied and we do not go to the issue of witch-hunting. Once somebody comes with allegations from the Ethics and Anti-Corruption Commission, it can be witch-hunting. Somebody can actually be told that you cannot be appointed tomorrow because somebody has claimed that you have done this and that, claims which later on are found to be unfounded. Thank you, Hon. Speaker. This is a report on the status of pending business before the Departmental Committee on Energy, Communication and Information as at today 28th October 2015. We have three pending constitutional Bills: the Petroleum (Exploration, Development and Production) Bill (National Assembly Bill No. 44 of 2015). The report on this Bill has already been tabled before the House. The Committee is awaiting Committee Stage amendments that will be done as soon as the Second Reading is concluded. Hon. Speaker, I recollect that the Member had raised that issue some time ago, and he was advised that he should come to the Committee when we are considering this particular Bill. It is now under consideration by the Committee and very soon we will invite him as we look at the other stakeholders as well, so that he can bring his amendments before the Committee for consideration and reporting to this House.

Thank you, Hon. Temporary Deputy Chairman. I would like to tell the Chairman of the Departmental Committee on Finance, Planning and Trade that I understand where he is coming from. Unfortunately, we have laws which must be followed. The Constitution is very clear on this matter. As Hon. Dalmas Otieno said, it is a clear conflict between the Executive and the Legislature.
