I want to explain why I am coming up with this further amendment. You find that there are people who like going to court to frustrate the procurement process. When matters go to court, they stay for one year before they are determined. We want to have a timeline where courts also must make a decision. If somebody goes to court and the court stays for one year before they make a decision, then the whole purpose of the procurement process is not gotten properly. That is why we came up with this further amendment.

Hon. Temporary Deputy Chairman, I was thinking we have a combined 45 days in the High Court and then 45 days in the Court of Appeal so that he can get a total of 90 days. That might be perhaps more appropriate.

within 45 days after such applications (4) A person aggrieved by the decision of the High Court may appeal to the Court of Appeal within 14 days of such decisions and the Court of Appeal shall make a decision within 45 days, which decisions shall be final.

Thank you very much, hon. Deputy Speaker. I want to thank the Chairman for that quick response. However, this is an issue of very serious ramifications and national interest in this country. Given the fact that these Regulations are already gazetted and the fear that most Members, including me, believe that parts of these Regulations are unconstitutional, can the Chairman tell us exactly when he will bring the report to the House on the constitutionality, or otherwise, of those Regulations, so that this House can know what to do before it is too late?
