  • 6 Aug 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also want to add my voice to the National Drought Management Authority (Amendment) Bill, 2019. Every Kenyan citizen is entitled to food, water and security. The semi- arid areas are mostly affected by severe drought year in, year out. Whenever they are affected by drought, there is shortage of food which leads to malnutrition and conflicts because of scramble for resources. Malnutrition diseases are caused by shortage of food. Therefore, this Amendment Bill, which I support, will go a long way in addressing these challenges. The electronic version of the Official Hansard Report ... view
  • 6 Aug 2019 in National Assembly: I want to cite few objects of this Bill, which I think will go a long way in addressing the challenges of drought. One of them is that it is going to facilitate preparedness and timely response. Many times, the biggest challenge is poor response to drought. The amendment of this Bill is going to create effective and efficient management of resources in order to address the challenges caused by drought. Therefore, I support this Bill, so that people in the affected areas can enjoy support during the time of drought. view

  • 6 Aug 2019 in National Assembly: It will also create a common basket. Therefore, it will be easy to manage the resources whenever there is an emergency during drought, which is always there. There will also be quick release of funds and quick response to the particular challenge. Therefore, as a nation, it is a shame that people are still dying. That we have children dying of malnutrition in dry areas like Turkana, Pokot and Elgeyo Marakwet. We want our Government to address irrigation as a major issue that is going to mitigate drought. We also request the Government to address environmental conservation. Environmental conservation is ... view

  • 27 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this very important Motion. At the outset, I thank Hon. Murugara for bringing this important Motion to the House. Village elders in the Provincial Administration hierarchy are the junior-most yet they do important work. They are very important. They are the only people who come in touch with citizens at the grassroots level. They are the people we use as machinery for networking the villages. They understand what happens in every part of their villages. They are the people who handle security issues. They ... view
  • 27 Mar 2019 in National Assembly: These are critical in terms of policy implementation. Recently, when the Government was asking for 100 per cent transition from primary to secondary schools, they played a very important role. view
  • 27 Mar 2019 in National Assembly: Therefore, I support this Motion because even as we walk around in our constituencies, they support us in vetting deserving students for bursary allocation. Also, they are the people upon who the Government depends to get very crucial information. They are the ones who know when we have wizards or anything that is bad in the villages. Also, when there is famine, the village elder is the first person who informs us. So, I support this Motion so that our village elders can be remunerated to enable them play a vital role in the development of this nation. Thank you. ... view
