  • 22 Apr 2020 in National Assembly: I was actually telling my good friend, Hon. T.J. that the issue he is raising may be valid but it is too late. We are just at the tail end of this Tax Laws (Amendment) Bill view
  • 22 Apr 2020 in National Assembly: Thank you, Hon. Speaker. I rise to support this Motion. I have only two points to make. One is on the issue of the Ministry of Foreign Affairs and International Cooperation. A lot of reductions have been made on this Second Supplementary Estimates Budget. The Ministry of Foreign Affairs and International Cooperation was unfairly targeted in the reduction. I will give two examples among so many where the Ministry lost money. This afternoon, I issued a statement on the plight of Kenyans in China, India and other foreign countries with regard to the COVID-19 pandemic. With the Ministry of Foreign ... view
  • 22 Apr 2020 in National Assembly: Kenyans are calling for help. Definitely in the Statement that I laid on the Table of this House this afternoon, I said the Ministry of Foreign Affairs and International Cooperation requires Kshs4.5 billion to respond to all these distress calls by Kenyans in foreign countries. We have about 60 missions globally and that money would have been spent or allocated to all those missions to be able to help Kenyans. Still, the same Ministry lost Kshs700 million apart from the Kshs439 million. They lost this money in projects that they were doing in the missions, be it renovations or construction ... view
  • 14 Apr 2020 in National Assembly: Thank you, Hon. Speaker. I rise to support this Motion. I was told by the Members in the Chambers Lobby, where we were, to inform the House that the television screens have no volume, therefore, they cannot follow what is being said here. So, you forgive us in case we repeat what has been said or even if we contribute to the wrong Motion because we could not hear the proceedings. view
  • 14 Apr 2020 in National Assembly: I support this Motion brought by the Committee on Delegated Legislation on the reduction of VAT from 16 per cent to 14 per cent. I agree with those who have spoken before me that COVID 19 is a global pandemic; therefore, it affects the global economy. But as its effects are felt, there are different scenarios depending on different economies and different responses being put in place by different countries. I appreciate the responses by the Executive, led by His Excellency President Uhuru Kenyatta, which have so far been proposed for the approval of this House. Such mitigation is very ... view
  • 17 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the Bill. This is a very timely Bill that addresses a very fundamental and current issue in our society. The age group in this country that is above 70 years is facing many challenges. Already, as a country, we have numerous challenges in the economy. We have challenges even for young and energetic persons. It now becomes worse for our elderly parents. I support the Members who have emphasised on us as society to think about putting up shelter for our elderly people. However, it is good to encourage our children to ... view
  • 17 Mar 2020 in National Assembly: will take care of us tomorrow? That is the grim reality. Although I agree with many Members on what they said, I disagree with the respectable lady, Dr. Pamela. She talked of giving jobs to the old people. In my thinking, at a certain age like 90 years, people like the former Vice-President, Moody Awori, should be resting and enjoying their peace at home. Moody should be taken care of. The job he has belongs to a young person. A lot of jobs that this Government has given to the old people should be given to the young people who ... view
  • 5 Mar 2020 in National Assembly: Thank you, Hon. Speaker. Indeed, the Member for Mandera East asked the Question and you referred it to the Committee on Defence and Foreign Relations. As a procedure, we forwarded the Question to the Clerk’s office who wrote to the Ministry. I just want to request for more time because what is happening in Mandera is in public domain. It is a serious issue that needs a lot of consultation. We are all aware that there was a National Security Council meeting yesterday chaired by His Excellency the President and the Cabinet Secretary for Defence is a member. Therefore, because ... view
  • 3 Mar 2020 in National Assembly: Thank you, Hon. Speaker. Pursuant to Standing Order 44(c), I rise to issue a statement on behalf of the Departmental Committee on Defence and Foreign Relations, in response to a request by Hon. Tecla Tum and Hon. Francis Kimani, made on Thursday, 20th February 2020. Actually, the statement was sought by two Members of this House. The requests were similar, so we merged the hearing. The requests were in regard to the safety and wellbeing of Kenyans in the affected region of Wuhan City in China. On 27th February 2020, the Committee met with the Cabinet Secretary for Foreign Affairs ... view
  • 3 Mar 2020 in National Assembly: evacuated its citizens. The 45 countries in the world that did so had reported infection cases at home. 7. The points of entry in Kenya were being monitored and everyone coming into the country is being screened. Hon. Speaker, you will note that the nature of the statement as well as the purview of the Departmental Committee on Defence and Foreign Relations and that of the Ministry of Foreign Affairs is the wellbeing of Kenyans abroad. The Ministry committed to address the concerns raised by the Committee during the supplementary questions on the handling of the situation. It is also ... view
