Indeed, they say that any war represents a failure of diplomacy. They always say that diplomacy is the first line of defence. Therefore, it is of great importance that the “Service”, as defined in the Bill, is staffed with skilled and professional diplomats. That is what we are trying to do as a Committee: to have a Foreign Service that is equipped with skilled professionals who can represent this country anywhere in the world. view

The Bill further contains provisions relating to the appointment and termination of the high commissioners, ambassadors and other diplomatic and consular representatives by the President. This is highlighted in Clauses 23 to 28. Therefore, under Clauses 23, 24, 25, 26 and 27, the Bill also provides for matters relating to accreditation of appointed diplomats and the appointment and functions of honorary consular representatives. view

I was talking about the appointments of people to the positions I have mentioned of the high commissioners, ambassadors and other diplomatic and consular representatives. They are referred to in the Bill as Officers of the Foreign Service. I will highlight that later on. The Bill also provides for the establishment, the function and administration of the Foreign Service Academy.
