  • 7 Jul 2021 in National Assembly: As I said, there are so many officers who will be serving under this Foreign Service. Therefore, there will be need to define all those officers because there are those we call ambassadors, high commissioners, consular, honorary consular and others. In the next stage, we will be moving amendments to bring out the clarity between those definitions. The definition of the Service will also be part of some of the amendments that we picked from the public participation. Another one entails clear functions of the CS and PS in relation to the Service. Others will be to streamline the functions ... view

  • 7 Jul 2021 in National Assembly: On a point of order, Hon. Speaker. I request to comment on the Communication you have just made. In order for Committees to undertake meaningful public participation meetings, I invite you to reconsider your earlier Communication of not having physical meetings. view
  • 7 Jul 2021 in National Assembly: Thank you, Hon. Speaker. I was saying in order for Committees to do justice as required by law, you reconsider your earlier ruling of not having physical meetings with the Executive or other stakeholders who may wish to come before them to defend or clarify information during public participation. I think when we go on recess, we will have venues that will allow Committees to have physical meetings while undertaking or observing the COVID-19 health protocols. This is because the Main Chamber and Mini-Chamber in County Hall will be empty. I think you should allow Committees to have physical meetings ... view

  • 7 Jul 2021 in National Assembly: Hon. Temporary Deputy Speaker, I want to thank the 23 Members who have contributed on this Bill and I promise that at the Committee of the whole House, we will take very seriously their proposed amendments because they are meant to enrich the Bill. I beg to reply. view
  • 22 Jun 2021 in National Assembly: It is very useful, Hon. Speaker. Thank you for indulging me. I can see the mood of the House is that we move to the next Order. I support the Motion. I will make two comments on the Appropriations-in-Aid. At times, I think our National Treasury is not realistic in approximating the Appropriations-in-Aid. For instance, of the four agencies that my Committee oversees that is, the Ministry of Defence, the Ministry of Foreign Affairs, the Ministry of East Africa Community and Regional Development and the National Intelligence, two of them, the Ministry of Foreign Affairs and the Department of Regional ... view
  • 22 Jun 2021 in National Assembly: and allow many of our missions abroad to generate those funds even by issuing passports. Right now, that is done in only five of our missions abroad. It is good that we spread everywhere and we open up. They should be remitting only if they collect in excess of what is their budget gap. When you go to those missions abroad, they need so much money for them to run their activities. That is for the benefit of this country. Therefore, I request the Budget and Appropriations Committee together with my Committee to, in future, have a policy that will ... view

  • 22 Jun 2021 in National Assembly: Hon. Speaker, I think my good friend, Hon. (Dr.) Pukose, should learn to listen. I have been here twice as many times as he has been here. He was going to stand under Standing Order No. 95. He is an expert in that. What I was saying are just proposals. This House can come up with policies. I am not saying that it should happen at this stage because we cannot amend the current Bill as it is. In terms of RDAs, they can generate a lot of Appropriations-in-Aid. What we need to do is to provide them with seed ... view
