I would like to point out the issue of the 47 County Woman Representatives. It is, indeed, sad that we are removing the elected CWR from this House, which deals with the national budget and appointment of cabinet secretaries and ambassadors, and we are instead taking them to the Senate. It would be good if the CWR were left in this House and an alternative way of dealing with the gender parity issue is found.

Hon. Deputy Speaker, may I get your protection from this side. I said I am supporting. I am pointing out the grey areas. As a legislator, it will be very sad if I do not point out the grey areas in this Bill. Finally, the two principals, Hon. Raila Amollo Odinga and President Uhuru Kenyatta, decided to put aside their differences because they wanted to look at the greater good. The greater good will always override the less. Thank you, Hon. Speaker, for allowing me to also make a comment. While I appreciate what the Chairperson of the Departmental Committee on Education and Research has said, there is really an elephant in the room on the issue of sanitary towels. The manner in which they are distributed is extremely haphazard. Our girls are not getting them in time and they have even politicised it. When we distributed sanitary towels in 2018, when the County Woman Representatives were given a chance to patron the girls, we did it in a very orderly manner. The record is there for everybody ...

Thank you, Hon. Chairman. I will be very brief. First, I am very concerned that Kisii County was not considered. The allocation is extremely skewed. I propose that this money be equitably distributed because it is by all MPs from the 47 counties. It does not matter whether there is a county that has been affected or not. I think that prevention is much better than even cure. Thank you.

Thank you, Hon. Deputy Speaker. Did you hear the Member say that if the Cabinet Secretary for Interior and Coordination of National Government - actually the Prime Minister of Kenya - should use his own chopper? Where can a Cabinet Secretary of the Government get his own chopper other than use the military choppers? Is he in order to allege that the Cabinet Secretary should do covert or overt deals in order to buy himself a chopper?

I support this amendment but when I look at these amendments, I find that there is a problem in having the CEO, the Council inspectors or authorised officers inspecting.
