Members for allowing us to move this particular Motion on the Bill and to fast-track the publication period from the normal 14 days to five days, which was passed early today morning. view

According to Section 1, the commencement date is supposed to be exactly six months from the date of publication. But because of the transition the necessary institutional legal framework which was supposed to be enacted had not been done. view

Members alluded that there are some people who want to scuttle this particular Bill but we want to assure them that as a Committee on Agriculture, Livestock and Cooperatives, we shall stand firm to ensure that this particular Bill is implemented in full. Therefore, there should be no worry. This particular Bill is in conformity with the new Constitution. There are laws which will be done by the national Government as well as laws which will be done by the county governments. view

Quite a number of laws which are governing the agricultural sector are obsolete; majority of which were enacted prior to the Kenya’s Independence. view
