  • 26 Feb 2015 in National Assembly: Thank you, hon. Speaker. I rise to second this Motion. As the House may be well aware, for the last many years, the TSC has not been operating to full capacity, because of failure to have in place a certain number of commissioners. The Committee haggled over the names that were presented to it by His Excellency the President and a lot of issues came up. However, looking at the nominees the Committee was impressed. From the presentations that they made, some of them gave the impression that they are bringing freshness and new ideas into the TSC at this ... view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to contribute to the Motion about this Report. First, I want to inform this House that in the month of January 2013, this honourable House passed a Resolution that the Government of Kenya should clean or restructure the balance sheets of all agro-based industries in this country. All the other agro-based industries of tea, pyrethrum and even coffee had their balance sheets cleaned by the Government. However, that never materialised for the sugar sector. I want to understand if this matter is not a conspiracy against the economies of sugar-cane growing areas. ... view
  • 26 Feb 2015 in National Assembly: Even if we had to privatize, what we would want to sell are basically the machinery and the lands on which the machineries stands and not the land that is occupied by nucleus. Hon. Temporary Deputy Speaker, my feel of this is: Let the land that the industries used to use as nucleus be revalued and given to the county governments to hold as community land in trust for the people of those regions, if we do not want to bring confusion. Another approach that we could take would be, for instance, to work on an asset transfer mechanism so ... view

  • 12 Feb 2015 in National Assembly: First of all, I want to thank hon. Okoth who has brought a very nice Motion. I want to make a few observations. The level of poverty in this country is in such a way that, unless there is a serious intervention by Government with regard to lowering school fees, we actually risk stratifying our society further. There are already existing reports with regard to what fees should be charged. The Cabinet Secretary for Education and his team must move with speed and enact or rather enforce those recommendations. The notorious schools, especially the national schools, should be urged to ... view
  • 12 Feb 2015 in National Assembly: Hon. Temporary Speaker, with regard to the crisis in the north eastern frontiers in this country, I feel that the Ministry of Education and the Teachers Service Commission (TSC) must make a decision. Those students have waited for too long for their teachers. I also think that the teachers are raising very serious and legitimate concerns with regard to their security. view
  • 12 Feb 2015 in National Assembly: They have a right to be listened to. The Teachers Service Commission (TSC) must move with speed and either transfers the teachers or does what is necessary, so that learning can go on in those areas. You have heard other colleagues raise the issue of bursaries. For unexplained reasons, the bursaries that are voted to the Ministry of Education, Science and Technology are not in the Budget for this year. I want to suggest, as way forward, that the Supplementary Budget that we are going to discuss in due course, must include money voted for those bursaries. Otherwise, I urge ... view

  • 3 Dec 2014 in National Assembly: On a point of order, hon. Temporary Deputy Chairman. I just want to understand if my friend, hon. Washiali, is in order to insinuate that the Bill we are discussing will provide pension for individuals or offices. view
