• 24 Mar 2016 in National Assembly: about the wage bill for a long time. We are saying that we add more Members of Parliament through nomination. We must be candid with ourselves and ask ourselves how we are going to reduce the number of Members who are elected to come to this House, say, by reducing the number of constituencies or amalgamating constituencies, so that when we are talking about nomination, we talk about lower numbers. I would like to thank the Deputy Leader of the Majority Party for moving this Bill at this particular time. We have had challenges in dealing with contraband goods. We lack a proper framework upon which our security agencies and other bodies that are charged with the mandate of ensuring our safety can conduct searches in our warehouses. • 10 Mar 2016 in National Assembly: Under this law, owners of goods kept in warehouses are cushioned against any losses. There is a provision which provides for their compensation that states:- “any person, whose goods are not delivered appropriately from a warehouse, shall be compensated appropriately by the warehouse.” This provision will make sure that, at least, people who use warehouses to store their goods are protected from loses emanating from careless handling of their items. We all know that our education system is the nursery upon which the citizenship of this country is bred. Coming up with a policy to try and integrate sustainable development goals with our education system and curriculum is a step in the right direction. Amina has come at an appropriate time. Hon. • 27 Oct 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. What I can observe here with regard to this Bill is that we have an Executive that is trying to legislate through the back door. I think the Constitution under Article 115 suggests explicitly that the President shall indicate his reservations. It does not state that he shall give his recommendations. view
• 27 Oct 2015 in National Assembly: My understanding is that in his communication to Parliament, he should say that he is not comfortable with specific clauses and they should be relooked at. But if he gives us specific recommendations we, as a Parliament, must decide whether to start a cycle of legislation all over again. view
