Hon. Temporary Deputy Speaker, I stand to support this Bill. First, you know very well that access to justice in this country has been a big issue. We have areas that are far flung from courts and access has been difficult. This Bill provides that every county will have at least one division of the High Court. This is a very laudable thing to happen to the people of Kenya. However, I think that may not be enough. With the fullness of time, we shall have to review and probably make courts present in every sub-county owing to the fact ...

Even as we struggle to make courts available in every county, the Judiciary must be alive to the fact that this will involve some cost, and Parliament will always try to avail funds to the Judiciary. Last year, we were treated to absurdities by the courts when we were told that some courts in this country were built using as much as Kshs800 million and some Kshs650million. We must exercise some frugality in managing resources, especially within the Judiciary. Thank you.

Thank you, Hon. Temporary Deputy Speaker. I would like to take this opportunity to support this Report by the Departmental Committee on Lands, and acknowledge the good work they have been doing for this country. They had an opportunity to visit my constituency where the entire township does not belong to the county. That matter is in court and they will handle it the best way they can. However, we are still waiting for the report. We have a squatter crisis in this country which must be handled more comprehensively than we are trying to do. Hon. Temporary Deputy Speaker, ...

Hon. Temporary Deputy Speaker, I want to thank you very much. I want to dissuade you from the notion that the constituencies which we represent do not belong to counties. I do not know where the Senate usually gets this impression that when we discuss anything about devolution of counties, we do not have a mandate to do so. As representatives of the people, we have the responsibility to talk on behalf of our electorate. That electorate exists in counties. I want to side with the Leader of the Majority Party when he says that we reject the Senate Amendment. ...

Hon. Speaker, I thank Hon. Odanga for having the courage to bring this impeachment Motion against the CS for Education to the House. Many issues have been highlighted by Hon. Odanga but most importantly, our schools are operating without boards of governors. This compromises education in our schools. Listening to Hon. A.B. Duale, I wonder who the buck should stop with. My understanding is that ultimately, the burden in the Ministry of Education lies on the CS for failing to come up with regulations to enable schools have BOGs. It is very difficult for schools to operate without BOGs. For ...

Thank you, hon. Temporary Deputy Speaker. I rise to support the Motion for Adjournment. I want to recognize that this Session has been eventful and long. Parliament has been in its element and we have debated many Bills and Motions. I appreciate the way Members have made their contributions.

Today has been a great day for this nation. We have passed the Report on unpaid pension dues to retired teachers. As Members of that Committee, we have been on that matter for a long time. We have been exposed to a ping-pong game of back and forth for almost two years. It is good that the National Assembly has in totality pronounced itself on the matter. The Executive has no other business, but to execute the report and make sure that the retirees are paid. They have served Kenyans in their lives as dedicated servants of this Republic.

During this recess, Members will have a good opportunity to meet their electorate and dialogue with them and explain to them the issues that we have at hand. Insecurity in this country has reached threatening levels. The Government of Kenya has goofed on so many occasions and that has worsened the security situation. On the day the Garissa incident occurred, we were treated to drama as the Cabinet Secretary for Interior and Coordination of National Government, as well as other unarmed government officials went to the scene; leaving the elite Recce Squad walking on foot in Nairobi under the explanation ...

Hon. Deputy Speaker, I read a lot of dishonesty in the debate that is going on here. Last time, when this debate was going on, we indicated that we intended to move amendments on the Floor of the House. The Vice-Chair himself requested that we withdraw the amendments and then have a discussion, which we, indeed, had. At that particular time, we were not able to come to an agreement on some of the issues that were The electronic version of the Official Hansard Report is for information purposesonly.
