Temporary Deputy Chairlady, on MDA’s and other Government agencies, in terms of recruitment, there is a Mwongoz o, which is a document to be adopted by these agencies while doing recruitment. “Competitive” is a word that clearly appears there. It could have been an inadvertent omission which has since been corrected here. view

When you talk about advanced relevant degree, it only means that it has been upped. It is the first degree yes, but on this particular case, to make it more competitive, we are asking for a post graduate degree. It is just about semantics. This is a very important aspect of this Bill because, firstly, it will be user-friendly and that is why we are putting emphasis on it. It will be simple to use so that even those who are not as endowed with computer skills are able to log in, put the necessary documents and a transaction occurs without necessarily bringing in a lot of confusion into issues of computer system that is generated for trade. view

Article 260 of our Constitution has delineated who qualifies to become a State Officer or a Public Officer. We are guided by Chapter Six of our Constitution on Leadership and Integrity. If the Leadership and Integrity Act is invoked, you can be removed from office any time. This includes being declared bankrupt. It is already clear. So, removal as it appears in subsection (c) emanates from Chapter Six of our Constitution. view

Last year in December, it hit the highest record ever at Kshs39.7 billion in just one month. Therefore, when the diaspora brings a concern on issues of investments in this country, we must pay much attention.   • 5 Apr 2022 in National Assembly: Thank you, Hon. Speaker. I want to support this Petition by Mr. Gaya, of North Karachuonyo. It is true that the area, which I know very well, deserves hardship allowance. I am aware that there was a multi-agency approach by the national Government that was led by the Public Service Commission that went across the country between 2020 and 2021 to rationalise this matter. So, we wonder what kind of criterion was followed in apportioning hardship allowance to certain areas and alienating others. We hope that the report that is yet to come out from the exercise that was undertaken by the national Government will consider areas such as Karachuonyo North, Nyando and many others that really deserve.
