  • 27 Feb 2018 in National Assembly: will be addressed by the Departmental Committee on Transport, Public Works and Housing. I do not how they ride. When looking at the suggestions from Members, we need to address the boda boda issue. You cannot talk about issues of roads in this country anymore without thinking about the boda boda issue. When you are driving a motor vehicle, you are not in the same mindset as the cyclist. That is how many accidents occur. When I am driving, I find it very difficult to think of how the motor vehicle driver is supposed to behave while still thinking of ... view
  • 27 Feb 2018 in National Assembly: We need to talk about Thika Highway where a lot of the traffic jam we experience is caused by pedestrians crossing. They have to because they have not been provided with footbridges. It is important that attention be paid to that. I know there is the issue of money but it is important that attention be paid to that. Article 22 of the Bill, among other Articles, talks about the qualifications of those who are supposed to serve on various boards. There is the requirement of fulfillment of Chapter Six of the Constitution. I know this is something we find ... view
  • 22 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As the Mover struggles with what to say, allow me to take this opportunity to add my voice in support of this Sessional Paper. Before I talk about it, let me also take this opportunity to congratulate the Members who have been appointed to serve in the PSC. • 22 Feb 2018 in National Assembly: As I mentioned earlier, the poor people can only access housing if the Government intervenes in this way. I was involved in the allocation of houses in Dandora and Umoja--- view
  • 22 Feb 2018 in National Assembly: The House still remains the House even when there are no Members. As I was saying, I was involved in the allocation of houses in Umoja and Dandora areas. We had our own experiences during that exercise of allocating houses to the very poor. We need to learn from what came out of those allocations. If these houses are still given to the poor to own them, they will quickly sell them to the market and we would be back to where we are. The people who are going to implement this Policy will need to come up with a ... view
  • 22 Feb 2018 in National Assembly: It is not an issue of want. It is that it belonged to Nyandarua since 1963. All the facilities that were meant for the people of Nyandarua have been located within Nyahururu Town. view
  • 22 Feb 2018 in National Assembly: Overnight, they were taken by Laikipia just because at that time we did not have a say, but we now do have a say. view

  • 13 Dec 2017 in National Assembly: Thank you, Hon. Speaker, for this opportunity to talk on the Physical Planning Bill. I sat through when Members were debating the Building Surveyors Bill and I heard the reservations that some Members from some given professions have. It made me recall the difficulties we had during the 10th Parliament when we were trying to get physical planners out of the shadows of the architects. I heard the same sentiments, where the architects were asking whether physical planners have the capacity to work alone without being supervised by architects. This afternoon, we were treated to a similar debate, where I ... view
