  • 25 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I am happy with the answer. We sought to know the reason for budget for co-curricular activities in schools which was followed up by the circular to refund the same. I want to appreciate the fact that the CS has been able to list how he spends this money. But we would wish to get a clarification on the fact that this money goes towards payment of fourth quarter grants to institutions and education SAGAs that ordinarily are budgeted for in the normal Budget. And that includes the Kenya Institute of Curriculum Development and the colleges, ... view
  • 25 Jun 2020 in National Assembly: have not received any monies for second term, which is 30 per cent, and the 20 per cent for third term. But let me talk about the 30 per cent because this is second term. These monies, in a further circular that was given to schools on re-organisation of the implementation of funding of schools, school heads were asked to use part of these monies to pay BOM teachers. So the fact that the 30 per cent for second term has not been released to schools, and today I confirmed with school heads around the country because I have the ... view
  • 9 Jun 2020 in National Assembly: Thank you, Hon. Speaker, for this opportunity. I also lost the 50/60 order sometimes back during the teachers’ strike, but that is not the business today. view

  • 9 Jun 2020 in National Assembly: Thank you, Hon. Deputy Speaker. With due respect to the Chair of the Budget and Appropriations Committee, I do not intend in any way to scuttle this very important process. Would I not be in order to… view
  • 9 Jun 2020 in National Assembly: Having correctly moved that the Motion is being moved with an amendment to the Schedule, which he would be tabling, would it not be in order that that Schedule is tabled? If possible, he should also highlight the changes because last Friday, when we suspended this debate, it was because we were given the Schedule as we had it originally. We looked at it over the weekend, including the notes that we got from the Table Office, and we were armed with those documents. Could he then bring those changes, table and highlight them, so that we can be in ... view
  • 9 Jun 2020 in National Assembly: Thank you, Temporary Deputy Speaker for giving me this opportunity to support this Budget, and also make my comments. I want to thank the Budget and Appropriations Committee led by Hon. Ichung’wah. As it has just been indicated by the previous speaker, he has, indeed, done a good job and I think he will remain as one of the most respected chairpersons of that particular Committee in the House. I want to thank the Committee because it has highlighted most of the important things, including trying to change the mindset of the National Treasury from creating a normal budget to ... view
  • 9 Jun 2020 in National Assembly: increased the gap within which we can borrow. We changed it to Kshs9 trillion. Today, I saw the Leader of Minority speak emotionally. I love him though he is not in the House. He spoke as a person who wants to actually oversee the Government. Therefore, we as a House must stand and tell the Executive to stop borrowing. We must explain exactly how it is dangerous. Lastly, I want to assert that the budget for education should not be reduced. Most of that budget is actually going to salaries and other Recurrent Expenditure. Moreover, we should not look at ... view
