As I wind up, I would echo the words of Franklin Delano Roosevelt: “The only thing we have to fear is fear itself”. As we move forward, I inform the Leader of the Minority Party that this is not a process of fear. But the way he moved it, it seemed he feared. If he is afraid, he will be defeated.

Thank you, Hon. Temporary Deputy Speaker. I directly support this Motion. I want to remind this House that in 2015, 28 teachers died in the north eastern parts of Kenya. Out of the 28 teachers, 14 were from the former Western Province, five of them were from Vihiga County and two were from Emuhaya, which I represent. We buried them. For us, our cash crop is our teachers. When we give you our coffee, who are the teachers and you throw it into water, that cannot be accepted. locally trained teachers work there for the period which we shall determine. Afterwards, when security is back, we can give them teachers. The history of teaching in this country is very interesting. All communities have had a chance to protect teachers who are non-local. The early teachers in Central Kenya at Alliance High School and other places in this country were Europeans. The issue of affirmative action is everywhere. We have had girls go to university at a lower grade. We have had people who are physically challenged go to university at a lower grade but immediately when we get to a level where everybody can go there, then we can move into the mainstream. Thank you, Hon. Deputy Speaker. I am a Member of the Departmental Committee on Labour and Social Welfare and we have noted with great concern the matter that has been raised by the Hon. Member. As a Committee, under the chairmanship of Hon. Wario, we are already putting in place certain things that will facilitate the operation of the National Social Security Fund (NSSF).
