  • 10 Sep 2020 in National Assembly: Thank you Hon. Deputy Speaker. I think commenting on the issue of education and agreeing with Hon. Wangwe, it is an area that continuously brings many questions. Moreover, I happen to be a member of the Committee on Education. Therefore, I think the advice that has already been given by Hon. Wangwe - and which I think we shall adapt - is to actually call the CS because the capitation is given as follows: 50% in the first term, 30% in the second term and 20% in the third term. However, within that bracket, there are allocations. So, currently, you ... view
  • 10 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I want to fully support this Report by the Committee and also thank the Chairman. Of course, as the Member for Embakasi East did state, this is a very strong Member of Parliament for Mvita. I hear that he has interest there, we wish him well if he has to become the governor. This Report is spot on and maybe it just shows the quality of person he is. Hon. Temporary Deputy Speaker, I will begin by stating the original reason why State corporations - sometimes called parastatals - were created. ... view

  • 10 Sep 2020 in National Assembly: on important areas in the nation. I will be quick to give an example of Kenya Railways because it touches on lives of many people and the interests are wide and far. Hon. Temporary Deputy Speaker, I would specifically want to speak on land because these State corporations have a lot of land and as it has been indicated, some of that land does not have title deeds. This has become a conduit for those who are corrupt within Government to take that land away. That is why positions in State corporation leadership become tribalised. Sometimes those in leadership act ... view

  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I do not think it is in order for the leader, whom I respect and wish well, to treat Parliament like a school where he is an administrator explaining why the money is not going to the constituencies. The Chair has said that the money has not been taken to the Board for it to disburse to the constituencies. He wants to create a situation whereby it is Parliament or the MPs seated here who are not disbursing the cash. view
  • 5 Aug 2020 in National Assembly: Okay. Thank you, Hon. Temporary Deputy Speaker, for this chance. I want to appreciate the Motion moved by Hon. Mwadime and seconded by the Chair, Wanga, who seems to have a lot of information. It is just time that made her not bring out the real Motion the way it was. The Government was trying to launch what we call the Public Service Superannuation Scheme. This is a pension scheme that tries to change the entire framework of pension scheme for workers of Kenya, like teachers and civil servants. It changes from a defined benefit plan to a defined contributory ... view
  • 5 Aug 2020 in National Assembly: That is what is more important when you have left Parliament. So, I want to support this Bill. I think I will go back to my table to do a lot of amendments because it is an area that I tend to deal with given my background in trade unionism. Thank you, Hon. Temporary Deputy Speaker. view
  • 30 Jul 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I wish to ask Question No. 123 of 2020 to the Cabinet Secretary for Education: (i) Could the Cabinet Secretary explain why Technical and Vocational Education and Training (TVET) trainers were transferred from the Teachers Service Commission payroll to the Public Service Commission in February/March 2019 without having in place a scheme of service for the said trainers, causing them to miss out on the Phase III and Phase IV of the TSC Scheme of Service under the Collective Bargaining Agreement of 2016? (ii) Why were the said trainers not issued with new employment/appointment letters ... view
  • 30 Jul 2020 in National Assembly: Hon. Speaker, I do not have any lake. I want to thank you for the ruling you have made on the Statements and demystification of the same. It is true that when a Chair is going to give a response to a Statement sought by a Member, the relationship you have is that he has an important document in a file that you must not see until when we get here. I must thank you for that. We must demystify the Statement so that we discuss it overly before it is presented in the House. I want to add on ... view
