Like it has already been indicated, there are about 30,000 village elders who work in about 6,500 sub-locations. They render voluntary work to this country. Unfortunately, when we had the most recent survey from the Ethics and Anti-Corruption Commission (EACC), they ranked them very high alongside other groups of people, moreso, the teams that register persons in the country. Because they do voluntary work, they look for a way of paying themselves through small fines which are called by different names in different communities.
