• 18 Nov 2015 in National Assembly: Clause 10 seeks to amend the Act to ensure that children are not denied admission to public schools as long as they meet the criterion prescribed by the Cabinet Secretary (CS), for admission to a public school. This will ensure that all pupils in our country receive basic education. Denial of admission to public schools by the admission board is denying students their basic education. Clause 10 seeks to take care of that. view

It puts measures to ensure that students who are ranked in the first quartile in the constituency by the Kenya National Examinations Council (KNEC) and fail to gain entry into secondary schools due to inability to pay school fees are supported to complete their secondary school education. view
• 18 Nov 2015 in National Assembly: Given the purchasing power of most sectors of this country, most of the students are not able to get money from their parents and Members of Parliament through bursaries. We are not in a position to ensure that all of them get basic education. So, Clause 10 will go a long way in supporting them to complete their secondary school education. view

I fully support this Bill with the few amendments that will come in the Third Reading. I thank the Departmental Committee on Education, Research and Technology. This Bill should have come a long time ago. Education is the key to development. • 18 Nov 2015 in National Assembly: catering for. I urge the Chair Hon. Sabina, even as we meet in our Committee where she has done a very good job, teachers must not be forgotten. Much has been said and I know Members want to contribute on the same. It is a Bill that is unanimously accepted by all Members of Parliament, apart from the few amendments that will come in due process when we will be doing the Third Reading. I support. view

• 21 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I must remind hon. Makali just to know what leadership is. I would like to commend the Leader of the Majority Party, who is in leadership for the good work he has done. I would also like to take this opportunity to say that the media should have freedom. The public should not be lured to the imagination that the President makes laws or he controls this Parliament. We are not doing this because of his statements. The House was ready to do what it has done. view
• 7 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, my input is to reluctantly support the amendment but with information to replace the word “youth” with the word “persons”. Of course, the youth are included in “persons”; they are catered for. However, my fear is - and maybe this passed my ear - about the Bill itself. Unless Hon. Sakaja has an amendment to the title of the Bill which reads thus: “The National Youth Employment Authority Bill (National Assembly Bill No.8 of 2015),” I am afraid that we could be contradicting each other. If that is catered for then the replacement will be welcomed. view
