I thank the Mover for being philanthropic enough to give me a chance to address this issue that has been handled by the Committee. First, I need to congratulate the Committee because it has done a very good job. I wish all the Committees could follow suit. Hon.   • 30 Jun 2015 in National Assembly: The issue of land has not been easy. Taita Taveta is one of the counties that neighbours my constituency. I would request the Committee, as they look at implementation, and I am sure the Chairperson of the Committee on Implementation is in this House, that they also address the other issues of land. The issue of solving tribal conflicts is very welcome as conflicts breach people’s rights. Chapter 4 of the Constitution should help us get possible solutions. Masongaleni Settlement Scheme--- I am sure the issues in my Petition will be addressed. I want to promise the people of Kibwezi East that it is through this House, the Departmental Committee on Lands and through the Ministry that their issues will be dealt with. view

Speaker, for giving me this opportunity to add my voice in support of the approval of the Protocol on SGR, and the Report by the Chairperson of the Departmental Committee on Transport, Public Works and Housing. Transport infrastructure in Africa is inadequate. It has a surface area of 30.2 square kilometres. Africa has only 89,390 kilometres of rail, 2.96 kilometres per 1,000 square kilometres. Compared with 60 kilometres per 1,000 square kilometres in Europe, the regional disparities are enormous.   • 9 Jun 2015 in National Assembly: going to enhance the transport network. As we sign Protocol, we are echoing the words of Nkrumah, who said that Africa must unite. Let me cite some of the advantages that we will get from the protocol. The railway will facilitate long distance travel and transport of goods. Through the Northern Corridor Project, we will be able to integrate and trade within the East Africa as highlighted by the Protocol. The Northern Corridor is the transport corridor linking the land-locked countries of Uganda, Rwanda and Burundi with Kenya’s maritime Port of Mombasa. Temporary Deputy Chairman, I support the amendment to Clause 3 as it seeks to widen the definition of ‘retired state officer’ to include those who were in office before 15th January, 2008. I support the proposed amendment on the definition of “state officer” to include “Deputy Prime Minister”. Of course, the former Vice-President, Hon. Kalonzo Musyoka, will benefit from this Bill. view

I want to read the title just for avoidance of doubt and for adoption of the same: “AN ACT of Parliament to provide for the granting of pension and other retirement benefits to persons who hold the office of the Deputy President and persons, who have served as Prime Minister, Vice President or Speaker after the 15th of January, 2008 and for connected purposes.” view
