Okay, Hon. Chairman. We are not making law for a particular county. We are making a law that will affect all the counties in this country. I hope there is no Member who believes or thinks that our procedures here are substandard. For example, a threshold of two-thirds of the membership is required if you, for any reason, want to impeach the Speaker. Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute on this Report. People might think I am trying to be proud, but I am actually proud in the sense that Eng. Karue, the former Member for Kipipiri, and I, brought the NG-CDF Motion and the NG-CDF Bill to this House. At that time, no lawyer wanted to prepare the Bill for us. Karue to some position in this country, especially to be the Chairman of the NG-CDF Board. He tried to run for governorship, but he could not make it. He is at home. This is a patriot who has offered services in this country, including giving up his own life to protect us. I am shocked when we challenge the Head of State for appointing people with military background. Those are Kenyans who have offered themselves to protect us. This gentleman has really served this country well. When he joins hands with Mr. Kinoti, the Director of Criminal Investigations (DCI), and Mr. Noordin Haji and then they get support of the Executive, Parliament and Judiciary, I am sure they will reduce, if not, eradicate corruption in this country.
