I rise to support the amendment by the Chair of the Committee. We are enacting these laws for posterity and not for our immediate use. These amendments that have been proposed by the Chair go down to clean up the Land Act and make it easier for Kenyans to transact business on land. Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute to this important Bill. I want to thank Hon. Duale for bringing this Bill for discussion. This Bill is long overdue. It has come at the right moment when this country has declared war against illegal drugs and drinks, so that we can fight even those substances that affect our athletes. I am happy with the penalties spelled out here. They should be enforced to the letter. For us to have a country where our athletes are free from doping, we have to enforce these penalties. That will deter them from doping. It will also make them mentors of our young people who will want to join athletics. Even if they are not athletes, they will keep away from drugs which are another major menace among our youth in this country.

The solution is this: Let all 29 Members of that Committee get out right now. Let them go to the Attorney-General’s Chambers, sit there until the regulations are sent to the Government Press. That is the only solution we can have. We must have them by tomorrow gazetted so that I can take copies home over the weekend when we go for our recess and pay our employees and the projects that we have undertaken. Let them all move right now to Attorney- General’s Chambers.

Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute to this important debate. The National Assembly has allocated a lot of funds to our counties. The requirement by the Constitution is 15 percent of the national Budget but we have more than doubled that to 32 percent as of today. Unfortunately, we cannot see anything coming out of the money that we allocate to the counties. I can talk for my county. We have given them an average of Kshs6 billion a year for the last three years but there is nothing to show for it. ...

Another aspect we must consider is agriculture. Where I come from, we have got two major cash crops - tea and coffee. I have not seen it happening elsewhere other than in my own county, where agriculture has been devolved and yet, it cannot be maintained effectively by the county government. There is a lot of theft of coffee in Central Province and Kisii County. Many tea factories are going under because they cannot be maintained.
