  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I want to support this amendment. I ask the House to approve the amendment. We have borrowed this from successful cases such as Singapore, Dubai, Seoul and South Africa. This has made these economies to grow from being Third World countries to the First World. We want to move fast enough so that in the next five years, we will be in the First World. Let us pass these amendments, so that we can implement our strategies for growth. view

It will be flooded with requests, some of which may be dangerous. So, we want to make it a systematic process. That is all. view

Keynan for mooting this idea in our Parliamentary Service Commission. We gave him support and we developed a Bill. This law should have been enacted immediately after promulgation of the new Constitution, but it was not done. So, let us do it with dispatch it today. view

We need to be aware that when we perform our duties and offer services, we are, indeed, covered and protected by law. Hon. Deputy Speaker, the other thing which this Bill has addressed is clearly stated sanctions of those who might offend this law. So, we can compare ourselves with those other jurisdictions which have been in place for centuries like New Zealand and the United Kingdom (UK). This Bill addresses the issue of this Parliament being an institution respected and expected to deliver services to Kenyans, or being made a laughing stock. Like my colleague has just said, at one time we had a committee dealing the murder of the late Hon. (Dr.) Ouko. That committee made certain decisions. I urge both sides of this House to rise up and support this Bill so that we can set a precedent in this country and say that 349 Members of Parliament fought for this Bill to pass. Thank you again for recognising the service that we have given to this country through legislation. That is recognised and appreciated in other jurisdictions. However, this Bill should have come here 20 years ago. Our security would have been secured. This Bill introduces four important items. The first one is the registration of the people who are providing security. We want to know them. The second issue is to establish standards in terms of which basis they will be registered.
