Thank you, hon. Temporary Deputy Chairman. What the Senate is proposing - I am surprised somebody said that it is a House of old men like me and yet they are proposing wrong things - be it as it may, is that the National Treasury which knows how much resources we have and proposes caps which are either accepted or rejected by the National Assembly, will only be a conveyor belt. Thank you, hon. Temporary Deputy Chairman. On this one, I want to support the Senate proposal in that they are advisory; they are not executive. Therefore, theirs should be to advise the Auditor-General on what to be done on various aspects of the functions.

The security of this country is a prime issue to every citizen of Kenya, particularly, to every Member of the National Assembly, because we represent the people. the Judiciary and vice versa. So, we are not really enhancing the growth and security of this country. But on the issue of the prohibition of anti-personnel mines, we must invest very heavily even before we invest on building a barrier wall along our entire border with Somalia. We must invest in how we can detect anti-mines equipment and the apparatus terrorists use to destroy our country. With those few remarks, I beg to support.

Thank you, hon. Speaker, for giving me a chance to contribute on this Motion. I am shocked that the Senate, which comprises of people who have been doing some budgeting for this country for many years, can come to a conclusion where they want to add to the Budget some money whose source we do not know. May God forbid this House from becoming a vehicle for taxing Kenyans highly, in order to accommodate a wish of the Senate!
