  • 20 Aug 2014 in National Assembly: Hon. Speaker, what we are doing here is bringing the police to manage our homes. If we have been unable to manage them on the roads, how will you manage them in your own home? They will come there, and if you have married a beautiful girl, they will look at her and instruct her that next time her husband protrudes his eyes - like I normally do – she reports him to them. view

  • 20 Aug 2014 in National Assembly: They will put me in a cage and go back to my wife. Hon. Speaker, why do we want to invite policemen to manage our homes? I come from a polygamous home where my father was an authority and his wives loved him up to the end. He brought us up properly to know our position in life; that you are the man and therefore the head of the home. If you are a woman, you are the keeper of the home and we lived happily. You cannot challenge me on that because I have lived happily for close to ... view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, before this Bill was brought to the Floor of the House, the Committee should have moved around the country to learn the values of our communities. This House represents the entire country. The other day I was sent out of this House when I said that criminalising culture would force people to go underground and do worse things than what they would have done if they were to do the same in the open. I can give the example of the so-called Female Genital Mutilation (FGM)”. I can talk for my community. Since they have not been educated ... view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, this law says that if you are a lady and you look at a handsome man who looks like he is disciplined and well behaved, you cannot smile at him. If you smile at him, he will take you to court because that is deemed to be sexual violence. Some of us who are old, the only thing we can use is our eyes. If you use your eyes to appreciate beauty, you will be taken to court. With those few remarks, I beg to oppose. The electronic version of the Official Hansard Report is for information purposesonly. ... view
  • 14 Aug 2014 in National Assembly: Thank you Deputy Speaker. I rise to support that question and my colleague who has just made his contribution. I wonder whether Kenya Airways wants to trade with our health and lives. I would urge all agencies concerned like security units, the Ministry of Health and the Ministry of Transport to stop all flights emanating from West Africa from landing at our Airport. We do not have to wait until the Statement is given. That instruction should go out today so that by end of business today, we do not hear of any flights coming from West Africa. view
  • 12 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support this Bill although I have got some issues with the Treasury. The Treasury has really invaded our budget and I can tell you for sure that from November we will not have Committees and mileage claims. This is because they have invaded our budget. However, this Bill is organized and it deals with matters that could be of concern to us. For example, it has harmonized the VAT matters which were causing problems in the country to the extent that some politicians wanted to raise a referendum on VAT. I believe that ... view
  • 12 Aug 2014 in National Assembly: more tax revenues before we get to the sharing bill. For example, 60 per cent of the revenue raised from Nyanza Province comes from Kisii and Nyamira. So, before we share out with Siaya, Homabay and others, we should get 10 per cent of the revenue collected from Nyanza first before we begin sharing equally among the counties. The aspect of mines has been clearly addressed in this Bill. We have now discovered oil and gas in this country. There are a lot of minerals in Taita Taveta and Kakamega. In this Finance Bill, the taxation measures should be such ... view
  • 12 Aug 2014 in National Assembly: incentives so that investors can establish some of these industries in this country. Imagine if in the next two or three years we were to create more than 100,000 jobs. Will Kenyans not be happier? Sure, they will! We are establishing special economic zones, but it is taking too long for them to take off. The tax measures should be encouraging. People should set up industries, including a free trade zone in Mombasa. That way, we will create jobs for our people and we will also create wealth. We could even raise the tax base of our revenue by creating ... view
  • 5 Aug 2014 in National Assembly: Thank you, hon. Speaker, for giving me a chance to contribute to this Motion. Mine will be very few words. First, I would like to urge this House to pass this Bill with speed. We have a lot of minerals in this country, but I am particularly concerned about the coal in Kitui, one of the poorest counties in this country. The county is sitting on enormous wealth, which might wither within very few years. As we all know, the world is moving towards a situation where it will not allow coal trade, or the exploitation of coal. So, I ... view
