• 9 May 2013 in National Assembly: Hon. Chairlady, I rise to support this amendment. It stresses on the issue of county assembly members. We should provide for them adequately. Hon. Chairlady, as you know their salaries and remuneration is Kshs79,000. The amount you can only use for one day or two days. Let us not balloon the functions of governors and the executives at the county level. Those county assembly members are our children. • 8 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support this Bill. I wish to thank the Treasury for giving more than 15 per cent of the budget to the counties. I want to reiterate the fact that this is a national institution. National Assembly is a national institution. It is not a devolved institution. So, we must guard ourselves. We are not used to destroying national institutions including the national executive. This Government was elected by Kenyans on the basis of their manifesto. • 8 May 2013 in National Assembly: He has just come in. Hon. Deputy Speaker, Sir, hon. Ababu Namwamba is one of the hon. Members that I really respect. I want to make an appeal to him that he convenes a CORD PG meeting and then lectures the CORD Members of Parliament on what he lectured us in, in the morning. You need to tell them the importance of having these committees so that Parliament can perform well. Tell them the importance of the committees when it comes to implementing the devolved government. The committees allow for scrutiny and even public participation. view

However he is not the one. Therefore, I am just appealing as a Kenyan that this country must be run as a unitary state. We never created states in this country. There is nowhere in our Constitution the word “states” features. We only upgraded our county councils to give services to our people at close range. I hate the day I will be asked to go and kneel before a Governor to get a project done in my constituency. view
