Unfortunately, the youth are found in a web of crime and some of them do not know what they are doing. Some of them have even been arrested without committing any crime at all. Some of them have been arrested and butchered because they have been found in a web of crime. This is because they are idle, reckless and active! Mr. Speaker, Sir, two months ago we approved a Motion in this Parliament requesting the Government to recruit these teachers for Early Childhood Education. The Government supported that Motion which was passed by this House. Could the Assistant Minister confirm today that from January, these teachers will be employed and paid by the Government?

Mr. Speaker, Sir, the lives which have been lost there are the lives of "people"! It is the lives of the Kisiis! The houses which are being burnt belong to the Kisiis who have invested there! I would like the Minister to tell us how he is going to restore the lives which have been lost there!

Mr. Temporary Deputy Chairman, Sir, we dealt with this Clause last year. This House, in its wisdom, deleted this Clause from last year's Finance Bill. I wonder why the Minister brought it back without even talking to us! So, Mr. Temporary Deputy Chairman, Sir, I support the amendment proposed by the honourable young man.

Mr. Deputy Speaker, Sir, we have had similar problems with regard to financial institutions. Pyramid schemes have raked in billions of shillings from poor Kenyans. Here we have a similar case in which poor farmers are being deprived of their income. The Government is just sitting advising them to sell their products through organised societies. Why can the Government not move in and recover the loot that has been taken away from the poor farmers?
