  • 25 Jul 2007 in National Assembly: Bw. Naibu Spika wa Muda, kwa maana Bw. Magara ni ndugu yangu, ningependa kumpatia dakika moja ili naye azungumze. view
  • 25 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I am very grateful to the hon. Members who supported this Motion. Those who have opposed it, including the Assistant Minister, do not live in Kenya. About 70 per cent of our youth are unemployed. They are energetic people who have qualified from various institutions of learning. They are willing and ready to work, and yet they are idle. It is a Government policy to provide 500,000 jobs. We are only asking for 250,000 jobs, and yet the Government is opposing its own policy. view
  • 25 Jul 2007 in National Assembly: I am really surprised that the Government can talk about the private sector, which is minting money from our poor people, like Safaricom, which made Kshs17 billion. Half of that money will be repatriated to England. The other one is the Barclays Bank of Kenya, which made Kshs4.2 billion, and yet it is retrenching our people. Another example is the Standard Chartered Bank which made Kshs3.7 billion, and yet is it retrenching our people. We adopted Structural Adjustments Programmes (SAPs) in the 1980s. The UN Report, which came later, faulted that policy. It said we adopted a wrong policy without ... view
  • 25 Jul 2007 in National Assembly: Thank, Mr. Deputy Speaker, Sir. Mine is to congratulate the Ministry and the House for granting it so much money. But I want to plead with the Minister to spend 50 per July 25, 2007 PARLIAMENTARY DEBATES 2803 cent of the amount allocated to this Ministry between now and December, before the elections. Mr. Deuty Speaker, Sir, if the Ministry of Finance is not realising funds, when they go to their Cabinet meeting tomorrow or Thursday, the Minister should report that to the boss of this country. That way, funds will be released and the work will be done. Thank ... view
  • 24 Jul 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. The solution is that this Parliament should not give the Judiciary money until it answers the Question. It is so easy! The Ministry's Vote will be moved next week. view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, it looks like we are going to be in a conflict with the Judiciary. The way to handle the Judiciary is to deny it funds as Parliament. We are also independent. The Judiciary cannot force us to give them funds until they respond to the Question. view
  • 24 Jul 2007 in National Assembly: On a point of clarification, Mr. Speaker, Sir. view
  • 24 Jul 2007 in National Assembly: Thank you, Mr. Deputy Speaker, for giving me this opportunity to contribute on this very important Vote. Right from the outset, I would like to commend the Ministry for a job well done. It is a job well done, but it could have been done better if we had given them adequate resources. This Parliament has granted the Ministry its request to be given an organisational structure that can implement Government policies adequately. view
  • 24 Jul 2007 in National Assembly: 2704 PARLIAMENTARY DEBATES July 24, 2007 view
  • 24 Jul 2007 in National Assembly: Mr. Deputy Speaker, I was saying that this parliament should gave the Ministry the authority to organise itself in such a manner that it can be more effective in utilising the resources of the people of Kenya in infrastructure. We, therefore, hope that most of our roads will be done with expertise. As you have realised, today, if a road is earmarked for construction, the process of consultancy, design, awarding of the tender, mobilisation and actual implementation takes close to two years. That is two years of public resources being held when members of the public are suffering. I urge ... view
