  • 19 Jul 2007 in National Assembly: Mr. Speaker, Sir, that is a lot of money which is owed to farmers. Could the Assistant Minister direct KTDA to immediately pay out that money and then recover it through litigation or whatever means later, so that poor farmers can get their money? In the same breath, could the Assistant Minister repossess KTDA which was handed over to the private sector improperly, so that the he can inject some good management in it? view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, it would be, indeed, gratifying if there is a vaccine against cervical cancer. However, be that as it may, could the Minister consider giving free health care or treatment to the young women, who are at the height of their fertility cycle? view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, when Mr. Katuku was appointed to that Ministry, given that he comes from an area which does not have a lot of water and even sewage, we thought that he would be very effective. The Government has taken five years to address an issue which is so important. Could the Minister confirm that by the beginning of next month, the works will have commenced and the same will be done in other towns including Keroka, Gucha and Nyamira? view
  • 18 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I wish Mr. Ojode had brought this Motion three years ago. When you travel around this country and if, for example, you drive at night, you will find a policeman at 2 o'clock or 3 o'clock in the morning, persevering the cold and the wind that blows at that time of the night, when most of us are deep in our sleep. When most of us are busy manufacturing human beings, a policeman is on the road to ensure that we are secure. I tell you that the policemen are the worst people ... view
  • 18 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you know how human beings are brought into this world. You must have two people, mainly at night when they can bring them to this world. I am saying that the policemen should be paid well and their risk assurance be taken care of. Their families should be taken care of in terms of medical cover. view
  • 18 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in view of the Government's goal and policy to create 500,000 jobs annually; aware of the various measures and reforms being instituted to address the challenges arising from the fact that a huge portion of our population is youthful, educated, jobless and restless; appreciating that the economy has been turned round onto a positive growth plan; noting that good governance measures so far undertaken have plugged leakages in revenue collection and public expenditures; recognizing that there is great need for additional manpower in various economic sectors to ... view
  • 18 Jul 2007 in National Assembly: and other organized gangs all over the country! These groups are formed because the youth have no place to apply their energies and education. Some of them have graduated from colleges. Take teachers, for example. We do have in excess of 60,000 teachers who are qualified 2592 PARLIAMENTARY DEBATES July 18, 2007 from teachers' training colleges, who are unemployed today. Likewise, we do have more than 25,000 people who have graduated from our medical colleges. We have thousands more from various institutions, who are idle and restless. The Government has taken measures to improve our economy with the hope that ... view
  • 17 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister tell us whether they have informed all Government departments about the new districts? Over the weekend, I found out that recruitment of teachers was being done under the same old districts, including some which had been cancelled by the High Court. Could the Assistant Minister tell us whether they have informed all the Government departments so that they can include them in their programmes? view
  • 17 Jul 2007 in National Assembly: On a point of order, Mr. Deputy Speaker Sir. Is it in order for the Assistant Minister to say that the creation of districts is selectively accepted by Government Departments such that some departments can adopt the new districts while others do not? Is he telling us that the Ministry of Education is opposed to the creation of new districts? view
  • 17 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute on this very important Vote. From the outset, I would like to commend the Ministry. In fact, if Kenyans were to elect a Vice President of this Republic on the basis of performance, I believe the Minister for Education would have very easily qualified without opposition even from ODM(K). view
