As I strongly support this Motion, I do so with a lot of respect to this Parliament. Some institutions have not been respecting decisions or resolutions made by this House. It is just in the last Parliament when this House passed a resolution that all secondary schools certificates should be released to their owners, but up to now that has not been adhered to. That Motion was moved by none other than my good party Chairman, Hon. Musila. It has not been effected. I sit in the Departmental Committee on Energy, Communication and Information, and we requested the Ministry to support the Members and let them know about this last project. to inadequate rainfall; noting that these counties, however, receive seasonal rainfall, whose water can be harnessed and stored for irrigation; appreciating that the Government has invested heavily in National Youth Service in terms of machinery and technical training, this House urges the Government to consider engaging the labour force and machinery of the National Youth Service to construct earth-dams for harnessing water for irrigation with a view to enhancing food production and alleviating hunger among the residents of the said counties and other semi-arid regions of this country.

There has been conflict between the people of Mwingi Central Constituency and those of Bura Constituency.

Thank you, hon. Speaker, Sir. Pursuant to Standing Order No.44(2)(c), I wish to request a Statement from the Chairperson of the Departmental Committee on Health regarding lack of health officers in health facilities that were constructed using Constituencies Development Fund in Mwingi Central Constituency and using public resources. Ithumbu, Musovo, Tuvale, Katitili, Mutuang’ombe and Divani among other several health facilities were gazetted by the Government but, up to today, they have not been operational because of lack of health officers such as medical doctors, nurses and clinical officers.
