  • 23 Jun 2015 in National Assembly: Hon. Temporary Deputy Speaker, did you hear the Mover of this Motion saying that this House will “adapt”? What we are doing here is adopting this Motion. These are his intentions, but he is asking us to “adapt”, which is different. view
  • 21 Apr 2015 in National Assembly: Hon. Speaker, I agree with your ruling on this matter. We are sometimes not clear as to how to raise a point of order as you give certain information to the House. One may want to raise a matter that does not really fall under points of order – like when one wants to give further clarification or information on a matter before the House. How should we approach the Chair in such circumstances? Is it not through intervention? view
  • 18 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for that guidance. In fact, I will use two minutes. I am a Member of this Committee that met Major-General Tumbo. We took him through the interview and he supplied answers that satisfied the Committee. view
  • 18 Mar 2015 in National Assembly: Three-quarters of Kenya’s security problems today emanate from Somalia. We need a person in the training of Major-General Tumbo, who is very highly qualified, satisfied, dedicated and decorated both in military and in diplomatic terms. He will help sort out a few things with Somalia. He appeared to us as an officer who is brave because on his own volition he indicated that he wants to do discourse with the Government of Somalia in Mogadishu and not from Nairobi. So, his first assignment is to work with the Government of Kenya to move the Embassy from the National Social Security ... view
  • 18 Mar 2015 in National Assembly: Hon. Temporary Deputy Speaker, having listened to my colleagues speak about age; one of us said that if you are over 50 years then your mind is not working well. I do not think so. There is something called experience. As we consider rewarding our youths for jobs, let us also jealously guard certain jobs for people like me and those who are The electronic version of the Official Hansard Report is for information purposesonly. • 18 Mar 2015 in National Assembly: older than me. I do not think that because I am over 50 years of age my mind is wasted and that I am not intelligent enough to do a good job. I support. view
  • 4 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I take this opportunity to thank the Committee and the Mover of this Bill. It is good to see that this is progressive. Planning ahead is a good thing for this country. I would probably use this minute to urge this Committee and particularly the Mover of this Bill that we probably should begin to address issues of planning in cities. We are having situations where apartments are being constructed next to each other and sitting in one apartment, you are looking at the bedroom of another person in another apartment. This should also ... view
  • 26 Nov 2014 in National Assembly: Thank you, hon, Temporary Deputy Speaker, for giving me this opportunity to make contributions to this very important Bill. Firstly, let me begin by saying I am supporting it and thanking the Mover. Hon. Keynan has been in and out of Parliament. He knows exactly what it means to be a sitting Member of Parliament and a former Member of Parliament. I know for sure that people do not decide to get out of this House; it happens. We have seen Members who have performed very well. I remember an hon. Member who was a General in the Army, and ... view
  • 26 Nov 2014 in National Assembly: way he made his contribution I thought he was too careful to say that this is the right move that we are making. If he was sitting here, I would tell him, I am sort of a contradictory example of an hon. Member who has been in the Ninth Parliament; I have been in the Tenth Parliament and I am now in the Eleventh Parliament but I am not sure whether I am serving a third term or even a fourth term. I served a complete term in the Ninth Parliament. In the Tenth Parliament, I had a by-election and ... view
  • 26 Nov 2014 in National Assembly: Many former Members are suffering. They are sick out there and you know them. You have seen how bad they look. We do not want to go that route. We want to make life better both for ourselves and for those who have left this House before and are outside there. I do not want to take a long time, but this Bill is coming at the right time and we should all support it in good faith, so that we are also not looked down upon when we go out there as former Members of Parliament. We should not ... view
