Hon. Speaker, with due respect to my colleague, is he in order to suggest that there are people that this Committee - of which I am a member - vetted somebody who could not speak in English and yet the Committee was live on air and everybody was seeing people speaking in English? Is he in order?

Hon. Speaker, the day we will move away from our hypocrisy-- - The Member of Parliament for Homa Bay, hon. Kaluma, stood up and, as he was supporting his Committee’s proposals to the House, he was also supporting that Ogwang’ from his own Constituency; that he should be given a chance. So, it is true that there is some marginalization happening and people are working for their own people!

Hon. Temporary Deputy Chairman, my intervention was with regard to my sitting here and trying to be educated by my good friend, hon. Wamunyinyi. The microphone that he is using is not helping us. You can use your authority to have him use any other card so that we can hear him.

Hon. Chairlady, mine is not much but if we are using English, we should use it as closely as possible to the native speakers of that language. The word “advice” is a noun, whereas “advise” is a verb. I expect that the hon. Joyce Wanjala wants us to use the word as a verb. So, that should exist, as it is there, as a mistake. I think what she wants to do is “advising county governments”. Thank you.

Hon. Temporary Deputy Chairman, I wish to support this amendment as we did in the first one where we agreed that Parliament has to be involved. I think that is the right way to do it, unless we have professionals to check whether they have violated the law or not. So, I want to be counted as those that support this amendment.

Thank you, hon. Temporary Deputy Chairman. Hon. Angwenyi should not be complaining. I want to support this amendment and add that we have seen young people who are carrying G3s and they are not in uniform, but they are accepted within communities where they are carrying out this exercise. We need to make this official and give them uniform, train them on the usage of these weapons and have a command structure, so that then we can do it in a proper way. I support, hon. Temporary Deputy Chairman.

Sorry, hon. Temporary Deputy Speaker. I do not wish to, and I would never want to challenge the ruling of the Chair; but is the Chair in any way suggesting that if hon. Onyancha came dressed like Mr. Mwaura, it would be quite in order or there would be no issue? If all Members of Parliament dress like hon. Mwaura, will they be okay?
