We can also use these elders on development matters because they can be identified. There is a proposal in the functions of the national Government where we need to identify development projects to be done by the national Government. This is normally done through the DCCs, which cannot know where the problems are unless they use assistant chiefs and, of course, village elders. These people know where it pinches. They know where the problems are among the locals. We can also use them on development issues.

Coordination of security matters can be properly done by the village elders. Like we have always been saying, on matters where we need to understand most of the security problems, we call chiefs and assistant chiefs to come and explain to them how things work. It cannot be the function of the county governments to create village elders themselves because they do not deal with security matters. The national Government should create the docket of village elders first before anybody else because these are the people who understand security and land matters more than anybody else. So, they are very ...

Thank you, Hon. Temporary Deputy Speaker, for allowing me to also contribute to this Senate Bill. I wish to also voice my appreciation to the Senate for trying to put in place procedures and privileges which are supposed to be used by county assemblies in order to carry their activities without interference. Other than a few issues here and there which, of course, we will look at when the Bill comes to amendment stage, I would want to say that county assemblies, just like the National Assembly, must also be guarded by law because they deal with matters which affect ...

is hard to determine the precincts of the county assembly. I believe with this law, somebody must ensure those people have a place to do legislation and representation. There is also the issue of interference by the courts. I am happy this Bill is also addressing that particular issue so that the MCAs can do whatever they are supposed to do within the law and within their powers. However, I do not agree with the fact that the courts should not question whatever comes out of the county assemblies. County assemblies, just like the National Assembly and the Senate, legislate. ...

cannot just be arrested or be treated like anybody else with a criminal case, especially when we are within the precincts of the Assembly. There is also the question of powers and privileges. We have all come from a situation where a member who had faced the disciplinary committee and had been suspended from this House went to court and the court saw that they should interfere with whatever proceedings took place in this House. To strike a balance, we must also ensure that if the Speakers of the Senate, National Assembly or county assemblies issue a suspension, there must ...

Hon. Speaker, I do not know how to address this matter seriously because it is putting this House, especially the membership of this House, at crossroads. The major reasons we are in this House are three: legislation, representation and oversight. We all agree that you cannot be in this House and belong to no committee and claim that you are doing oversight. You cannot do oversight here on the Floor of the House. It is only prudent that even if our Members, because we have dissenting voices and rebellious people everywhere--- I am a rebel in the Jubilee but I ...

Hon. Speaker, I am not totally condemning the CORD Coalition because it is a coalition that I respect a lot. It is a coalition that has put the Jubilee Government on its toes; it is a coalition of parties that has brought sense to this country. I would like to say that some people will be on record as great statesmen after being presidents. One of our leaders, especially in CORD Coalition will also be on record as a great statesman for putting this Government and other previous governments on their toes. So, I am not saying that they are ...

I am only saying that as a matter of integrity and democracy, we must all show that we can tolerate each other. We can have Members who can have dissenting voices, we can have Members who would want to express their minds properly, let us allow them to express their minds soberly without coercion.

The idea of whipping and de-whipping, bringing and taking them away is not good for democracy in this country because we are actually breeding a certain character that unless you sing a certain song, or bow to a certain leader then you are not going to be part of this thing. I believe one day one time they will be in Government and one of them will be President of this nation. I would wish that they lead by example that we can tolerate dissenting voices. We have had several people of such characters and they have been tolerated. The ...
