  • 7 Jul 2015 in National Assembly: Hon. Speaker, I think my great friend needs to know the name of my constituency before he even makes a serious contribution. My constituency is called “Emurua Dikirr”. Anybody else who wants to pronounce the name of my constituency should consult me first. view
  • 7 Jul 2015 in National Assembly: I think that was with a light touch. I hope he knows how to do it. I never meant to say that the President or even you, Hon. Speaker, are corrupt. There is a way corruption has been entrenched in this country; even the system that is put in place to fight it is just doing it ceremoniously. I remember when the President came here with a list of 175 people, the whole world thought that Kenya had come back on track. I believe the President did that in good faith. However, the problem is that later on, the list ... view
  • 7 Jul 2015 in National Assembly: that they had. They could not handle the commission. We had several issues with it. I support the fact that we need to increase the number to five, so that they can handle this commission properly. We do not want the EACC to be a money making machine, or an Automated Teller Machine (ATM) for people who just want to make money. Sometimes when I look back, this country was on the right track once upon a time. You can imagine that we are giving tenders and contracts to people who come from China in this country. When they come ... view

  • 1 Jul 2015 in National Assembly: Hon. Temporary Deputy Speaker, I thank you for recognizing the fact that I am from a small political party. I am, indeed, one of the Members belonging to small parties, which have few Members of Parliament. In my party, we are only two. We have so many MCAs but we do not have a governor or a senator. This amendment will go a long in helping our parties. The big parties are trying to intimidate the small parties. If we allow the big parties to be the only ones to be funded, we will kill democracy in this country. Why ... view
  • 30 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this very important Bill that deals with the security of the country. For a very long time, we have been thinking of our security based on particular sectors where the Government is the sole provider of security services. This Bill is timely because we need to professionalise this field, so that when we do not have enough government security personnel to take care of our security, we can resort to the private sector. Shortage of security personnel in this country is as a result of centralization, where the Government has ... view
  • 30 Jun 2015 in National Assembly: enough to guard our homes, banks and private businesses. Some parts of this Bill will have to be amended to ensure that private security service providers work properly. I wish to contribute on a few issues, including training of private security personnel. This is important because we might arm them just like security personnel in the National Police Service. They must be trained properly so that they can get the confidence of the people they will be guarding. Their salaries must also be enhanced so that once they are accorded the privilege of carrying guns and guarding serious premises and ... view
  • 30 Jun 2015 in National Assembly: unless we integrate and make them part of the security apparatus. The security firms we are talking about here are very serious. They are supposed to be registered and their personnel properly trained to ensure that they meet the requirements of the people they will be serving. view
  • 30 Jun 2015 in National Assembly: Hon. Temporary Deputy Speaker, these people will be guarding our homes and banks. The reason why we have a shortage of police officers is that most of them have been deployed to guard banks and other important premises. Proper training, remuneration and arming of private security guards will make the NPS release police officers guarding private premises attend to national security matters. Regulating private security firms will also help reduce the security problems that we have as a country. We will eventually make some few improvements to this Bill, so that we can have a very important security sector in ... view
